Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the May 7, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:

Approved change order No 1 to contract 11-16-D, 144 count long span fiber optic cable. The total amount of fiber cable shipped exceeded the amount specified but did not exceed the allowable 3% per reel. This change order reflects the intention to pay for the total amount of fiber cable received under the conditions of the bid document. This change order will increase the not to exceed limit $4,931.93 bringing the total not to exceed limit to $255,032.93. (12-071)

Authorized acceptance of work and final payment to HD Supply Utilities, Ltd. under contract 11-16-D, furnish 144 count long span ADSS fiber optic cable. All work under the contract has been completed and determined to meet the bid specifications. (12-072)

Approved agreement with Wenatchee Reclamation District for a canal crossing near Rock Island Road. Necessary for the District to install electrical and fiber facilities in an existing underground crossing. (12-073)

Declared certain Douglas PUD items of property as surplus and authorized the sale of those materials by auction. Items range from vehicles, computers and accessories to a lathe and air compressor. The sale, handled by Booker Auction Co. Northwest, is scheduled for Saturday, June 9 at the Chelan County Fairgrounds in Cashmere. (12-074)

Awarded Reeves Lawn and Spray Service LLC contract 12-02-W, 2012-2013 grounds maintenance. With a bid price of $198,569, Reeves Lawn and Spray Service was the lowest responsive bidder. (12-075)

Authorized professional service agreement with Tetra Tech, Inc. under contract 11-24-W, Wells Hydroelectric Project aerial mapping project. (12-076)

Approved agreement for professional services agreement with Anchor QEA, LLC for HCP Coordinating and Hatchery Committees Chairman. This three year agreement is not to exceed $300,000. (12-077)

Authorized Memorandum of Agreement with enXco Development Corporation regarding pumped storage site evaluation. enXco Development Corporation is in the process of identifying potential pumped storage sites and would like to include Douglas County sites in their studies. This Memorandum of Understanding outlines the terms and conditions for the District and enXco to cooperate to evaluate and identify a potentially viable site or sites for pumped storage development in Douglas County. Authorized Northwest Power Pool Budget for fiscal year 2012-2013. Douglas PUD’s share of the 2012-2013 budget is $87,175. (12-079)

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the April 30, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:

Approved addendum No. 1 to bid document 12-09-D, design and build concrete communications building. This addendum clarifies items in the bid document. (12-063)

Authorized change order No. 1 to contract 11-20-D, furnish tubular steel structures for Douglas to Rapids 230 kV Transmission Line. Changes include redesigning six structures to fit within easement footprint. This change order will increase the not to exceed limit $58,961 bringing the total not to exceed limit to $3,255,887. Awarded Titan Truck Equipment, of Spokane, contract 12-05-D, supply and deliver one small single-bucket truck. With a bid price of $109,860, Titan Truck was the lowest responsive bidder. (12-065)

Approved execution of an interlocal cooperative agreement for Eastmont extension mainline, CRP 924 with Douglas County. This agreement will coordinate the placement of conduit, cable and vaults in Douglas County’s road project.(12-066)

Approved acceptance of engagement letter with Nixon Peabody LLP. (12-068)

Authorized adjustments to certain technical, professional and administrative salaries. The adjustments are consistent with the 2.7% change CPI-U from March 2011 to March 2012 as well as responsibility changes, job growth, and performance. These adjustments amount to an annual budget impact of $108,372 (0.18% of the $60 million Distribution System expenditure budget) for employees assigned to the Distribution System and $113,940 (0.21% of the $53 million Wells Project expenditure budget) for employees assigned to the Wells Project. The current budgets include an estimate for salary adjustments. (12-069)

Approved a 2.7% increase to the General Manager’s salary and amended the Employment Agreement to add five personal leave days. (12-070)

Canceled the June 18^th Commission Meeting due to conflicts with the Commissioner’s schedules.

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the April 23, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:

Awarded Distribution Superintendent Burt Duncan, with his thirty-five year service award. Commissioner Skagen thanked Burt on behalf of the citizens of Douglas County for his many years of service. Burt thanked the Commission and said “It has been a pleasure.”

Approved renewing contract 10-03-D, distribution tree trimming with Basin Tree Service and Pest Control for an additional year as allowed in the contract. The contract will not exceed $600,000. (12-062)

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the April 16, 2012 Commission meeting held at the District’s Bridgeport office:

Approved amendment No. 1 to the District’s Video Transport Agreement with Olympusat, Inc. This amendment will extend the agreement until February 28, 2014, and then annually until cancelled. (12-058)

Authorized a call for bids under bid document 12-11-D, supply and deliver two 230kV breakers for Douglas and Rapids switchyards. Necessary to safely energize and de-energize the 230 kV transmission line between Douglas to Rapids Switchyards.(12-059)

Approved change order No. 4 to contract 11-06-W, Wells Reservoir boat launch improvements. Changes include in-water work necessary for boat ramp construction at Columbia Cove Park. These changes increase the not to exceed limit $25,304 bringing the total not to exceed limit to $716,731.50. (12-060)

Authorized negotiation of Professional Service Agreement under RFQ 11-24-W, Wells Hydroelectric Project Aerial Mapping Project. (12-061)

Opened bids under bid document 12-05-D, supply and deliver one small single-bucket truck. The bids will be analyzed prior to an award recommendation.

Canceled the May 14^th and May 28^th Commission Meetings due to Commissioner schedule conflicts.

Approved a call for bids under bid document 12-09-D, design and build concrete communications building. The District is in need of additional communication floor space for the Douglas County Community Network (DCCN) to meet the growing demand for co-location facilities in Douglas County. (12-053)

Authorized legal proceedings against New Day Broadband, LLC for Pole Attachment License Agreement delinquent payments. (12-054)

Approved acceptance of second year work and final payment to Tunnel Hill Granite under contract 09-23-W, 2010-2011 heavy equipment services. All work has been completed and determined to meet bid specifications. (12-055)

Authorized agreement for professional services agreement with Anchor QEA, LLC for Aquatic Settlement Work Group Chairman. This three year agreement will not exceed $100,000. (12-056)

Approved a call for bids under bid document 12-10-W, Peninsula Park swim area improvements. These improvements are included in the 2007 Recreation Action Plan. (12-057)

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the March 26, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:

Authorized execution of a pole attachment license agreement with Zayo Group, LLC. This agreement sets forth the terms and conditions under which Zayo may attach to the District’s utility poles. (12-045)

Approved participation in the Mid-Columbia Hourly Coordination 2012 Budget. Grant PUD, acting as Hourly Coordination Central, provides services for the coordination of power generation for the Mid-Columbia PUDs. (12-046)

Authorized renewal of fiduciary liability insurance with Chartis. (12-047)

Approved renewal of comprehensive crime coverage with The Hartford. (12-048)

Authorized a land use permit 1143 with The Confederated Tribes of the Colville Reservation. This permit will allow restoration and armoring of 45 feet of shoreline and an access road for offloading salmon collected for research brood stock and subsistence on District property. (12-049)

Approved release of money accrued in the Wells Hydroelectric Project Relicensing Fund. The relicensing process is approaching completion. Current financial estimates indicate at least $2.9 million in the fund is excess to the needs of the relicensing process which would be beneficial to the Electric Distribution System. (12-050)

Rescheduled the April 9, 2012 Commission Meeting to be held at 2:00 pm. in East Wenatchee Headquarters office and the April 16, 2012 Commission Meeting to be held at 1:30 p.m. at the Bridgeport office.

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the March 19, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:

Awarded Lineman Foreman Jeff Carrow, with his twenty-year service award. Commissioner Skagen thanked Jeff on behalf of the citizens of Douglas County for his many years of service. Jeff thanked the Commission and said he has enjoyed his work “This is a great company to work for.”

All three Commissioners were recognized for their years of service at the District. Jim Davis has twenty-five years; Lynn Heminger has twenty-years; and Ron Skagen has five years of service as Douglas PUD Commissioner. General Manager Bill Dobbins commented that he appreciates working with them and the customers of Douglas PUD appreciate their service as they keep electing them year after year.

Approved closing contract 09-03-D, plow installation of underground primary cable and conduit. No work was requested of the contractor in 2011. (12-038)

Authorized amendment No. 2 to professional service agreement with SSP Innovations under contract 11-01-D, provide, install, configure, and implement an integrated software package that will support the mapping and Geographical Information Systems (GIS) needs of the District. This amendment will allow the software to track cable tags for safety and regulation. This amendment will increase the contract $38,840 bringing the total amount of the agreement to $620,780. Awarded Cascade Cable Constructors, Inc. contract 12-04-D, plow installation of underground cable or conduit. Cascade Cable Constructors was the lowest responsive bidder. (12-040)

Approved a call for bids under bid document 12-05-D, supply and deliver one small single-bucket truck. The truck will be used for construction and maintenance of the District’s communication and distribution electrical systems. (12-042)

Authorized acceptance of work and final payment to Reeves Lawn and Spray Service, LLC under contract 09-26-W, 2010-2011 grounds maintenance. All work under the contract has been completed and determined to meet bid specifications. (12-043)

Opened bids under bid document 12-04-D, plow installation of underground cable or conduit. The bids will be analyzed prior to an award recommendation.

Awarded General Manager Bill Dobbins, with his twenty-five year service award. Commissioner Davis thanked Bill on behalf of the citizens of Douglas County for his many years of dedicated service. Bill thanked the Commission for their support and stated he can’t take all of the credit for good results at Douglas PUD. "Many people are involved here. It is a team approach and I appreciate the opportunity to be part of it.”

Authorized a rate adjustment for the professional service agreement with Electrical Consultants, Inc. This agreement allows for the fee schedule to be negotiated annually to reflect any increase in the cost of doing business. (12-035)

Approved acceptance of work and final payment to Fire Control Sprinkler Systems Co. Inc. under contract 11-07-D, East Wenatchee warehouse fire sprinkler system replacement. All work under the contract has been completed and determined to meet the bid specifications. (12-036)

Awarded Assistant Manager and Wells Project Chief Engineer Ken Pflueger, with his twenty-five year service award. Commissioner Skagen thanked Ken on behalf of the citizens of Douglas County for his many years of service. Ken thanked the Commission and said “It has been quite the 25 years. I’m happy to be here and contribute to the success of Douglas PUD.”

Awarded Power Planning and Contracts Administrator Chuck Wagers, with his twenty-five year service award. Commissioner Skagen thanked Chuck on behalf of the citizens of Douglas County for his many years of service. Chuck thanked the Commission and said he appreciates all those who came before him and brought us to where we are today. “I’ve done the best I can.”

Authorized retirement and disposal of District postage machine and desktop mailer. These items were traded in for credit toward the purchase price of a new postage machine.(12-025)

Approved retirement and disposal of obsolete office furniture and equipment. These items are non-usable, of no value, and unsuitable for sale at a surplus auction. (12-026)

Authorized retirement of unlocated inventory items. Most of the items were purchased prior to the 1990s with a number of items dating back to the 1950s and 1960s. (12-027)
