Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the October 7, 2013 Commission meeting held at the District's East Wenatchee office:
Opened bids under bid document 13-17-W, pressure grout two drain holes at the Wells Hydroelectric Project. The apparent low bid was received from Spooner Construction, Inc, of Missoula, MT. The bids will be evaluated prior to a recommendation for contract award.
Awarded Purchasing Agent Bob Higgins with his twenty year service award. Commissioner Heminger thanked Bob on behalf of the citizens of Douglas County for his years of service. Bob thanked the Commission and said he appreciated the opportunity to work for the District. "It has been an excellent place to work and I work with great people."
Held the scheduled hearing for the Distribution System 2014 budget and the Wells Project 2013-2014 budget.
Adopted the Distribution System budget which estimates revenues for 2014 at $46.7 million, an increase of 2.8%. Operating expenses are estimated at $42 million, an increase of 2.8%. A net loss from operations is projected to be $618,140. The capital budget is $9.6 million, of which $5.6 million is for electrical facilities. The balance of the capital budget is for improvements and new connections to the Douglas County Community Network and for equipment and right-of-way easement costs.
Adopted the 2013-2014 fiscal year Wells Hydroelectric Project budget. At $53,585,303 the total Wells Hydroelectric Project Operating Expense Budget amounts to a $389,426 decrease from last year's estimate. The Wells Project Revenue Budget estimate is equal to the Operating Expense Budget as required by contract. The Wells Project Capital Budget totals $42.2 million. Major items include generating unit refurbishment, recreation action plan items, generator cooling water strainers and generator circuit breaker replacements.
Approved the Environmental Reviews for the 2014 Distribution System Capital Budget and the 2013-2014 fiscal year Wells Hydroelectric Project Operating, Capital and Extraordinary Expense Budget.
The next meeting of the Commission is scheduled for 1:30 p.m. October 14, 2013 at the District's Bridgeport office.
