Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the December 27, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:

Authorized execution of intent to grant easement agreement and easements with M. Margarita Gonzalez. Necessary for the Eastmont Avenue construction. (12-225)

Approved the pole attachment rate for 2013 and revised Schedule 7 of the Electric Distribution System Customer Service Policies.  Staff recommendations were presented to the Commission on November 19, 2012, and the date for public hearing was set for December 17, 2012. The District received two written comments. (21-226)

Authorized the District to enter into an Independent Contractor’s Agreement for Consulting Services with Charles E. Wagers, Jr. Necessary for support of power planning and contracting activity. (12-227)

Renewed the legal services agreement with the Law Firm of Jeffers, Danielson, Sonn and Aylward, P.S. This renewal extends the agreement until December 31, 2013. (12-228)

Approved a sole source purchase of Radio Tags from Lotek Wireless, Inc.  Necessary to evaluate ladder passage and count station improvements at the Wells fishways for adult Pacific Lamprey as required by the new Wells Project license. The total cost of these tags and transmitters will not exceed $33,444. (12-229)

Authorized a professional service agreement with HDR, Inc. for license compliance related services. The new Wells Project license contains a myriad of natural resources related measures that need to be developed and implemented within a highly regulated consultation and approval process. This agreement will not exceed $250,000 and will conclude December 31, 2014. (12-230)

Approved a professional service agreement with Washington Department of Fish and Wildlife for the 2013 HCP hatchery monitoring and evaluation (M&E) implementation program. The Wells Habitat Conservation Plan requires the development and annual implementation of a M&E plan for the District’s hatchery programs.  The agreement is not to exceed $897,806 and will conclude December 31, 2013. The next meeting of the Commission is scheduled for 2:00 p.m. January 7, 2013 at the District’s East Wenatchee Headquarters office.
