Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the December 17, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:
Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2013 is $28.00 per lot.
Conducted a public hearing for proposed pole attachment rate. The District received two written comments and no one was present with comments, the Commission declared the hearing closed. Staff will bring a recommendation to the Board at a later date.
Approved acceptance of work and final payment to WEG Electric Corp under contract 11-05-D, supply and deliver two 115-13.2 kV, 42MVA substation transformers to Pangborn Substation. All work has been completed and determined to meet bid specifications. (12-216)
Approved acceptance of work and final payment to Titan Truck Equipment under contract 12-05-D, supply and deliver one small single-bucket truck. (12-217)
Authorized execution of intent to grant easement agreement and easements with Jeff and Trudy Taylor. Necessary for the Eastmont Avenue construction. (12-218)
Approved transport agreement with NBCUniversal Television Networks Distribution. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (12-219)
Authorized amendment to Section 37 of the Customer Service Policies. This will exempt certain local governments from the special contract requirement of this Section. (12-220)
Authorized change order No. 3 to Task Order No. 4 and change order No. 2 to Task Order No. 6 under the Master Consulting Services Agreement with MWH Americas Inc. Task Order No. 4 authorizes engineering administration, design review, construction management support and other services related to the Toshiba International Corporation contract to rebuild the generators and refurbish the turbines on Wells Hydroelectric Project generating Units 1 through 10. Change order No. 3 increases the not-to-exceed amount $750,000. The services in Task Order No. 6 include services of a resident engineer at the Wells Project and additional on-site construction management support as required during the course of contract 06-41-W. Change order No. 2 increases the not-to-exceed amount $425,000. These change orders were necessary to provide for continuing services by MWH. (12-221)
Awarded contract 12-28-W, modify and construct Sturgeon rearing facility at the Wells Fish Hatchery to the lowest responsive bidder William Charles West. (12-222)
Authorized a professional service agreement with Columbia Basin Environmental for total dissolved gas (TDG) monitoring. Several new TDG monitoring stations need to be deployed during the spring of 2013 as required by the new Wells Project license. Expenses under the agreement shall not exceed $61,971 and it will conclude December 31, 2015. (12-223)
Authorized the Western Electricity Coordinating Council (WECC) budget for year 2013. The District’s portion of the budget is $87,014. (12-224)
The next meeting of the Commission is scheduled for 2:00 p.m. December 27, 2012 at the District’s East Wenatchee Headquarters office.
