Douglas County PUD Commissioners Ron Skagen and Lynn Heminger executed the following actions during the December 10, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:
Opened bids under bid document 12-28-W, modify and construct Sturgeon rearing facility at the Wells Fish Hatchery. The apparent low bid of $212,500 was submitted by William Charles West of Kennewick. The bids will be analyzed by staff prior to the District awarding a contract.
Conducted a hearing for the 2012 Update to the Integrated Resource Planning Study. No one being present with questions regarding the study and having received no other form of comment, Commissioner Skagen declared the hearing closed.
Approved the adoption of a 2012 Update to the Integrated Resource Planning Study. The Integrated Resource Plan evaluates the full range of energy alternatives, including generation capacity, power purchases, energy conservation, energy efficiency and renewable energy resources in order to provide adequate and reliable service to customers at the lowest system cost. Authorized execution of intent to grant easement agreement and easements with Burns, Gamble, Minor, Tippens, Sosa, Julie Funston Land Trust, Douglas County Sewer District and East Wenatchee Water District, Ninth and Eastmont Building LLC, Cherry Hill Orchards, and Eastmont 33 LLC. Necessary for the Eastmont Avenue construction. (12-210)
Approved renewal of general liability and automobile insurance coverage with Ace American Insurance Co. with a premium of $134,000. (12-211)
Authorized a professional service agreement with Erlandsen and Associates, Inc. under contract 12-23-W, solicitation of licensed professional land survey firms. The contract is not to exceed $750,000 and will conclude December 31, 2015. (12-212)
Approved an agreement with Avista Corporation, Inc. for purchase and sale of power during 2013. (12-213)
Authorized a Professional Service Agreement with Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. (12-214)
Authorized renewal of legal services agreement with Davis Wright Tremaine LLP. (12-215)
Manager Dobbins informed the Commission, after reviewing the Wells Project license order, Douglas PUD filed a request for rehearing with the Federal Energy Regulatory Commission (FERC) on the decision to limit the term of the new license to 40 years and the decision to include special requirements related to Canadian storage. There are also a few errata requests to correct certain technical errors. FERC will now review the request for rehearing and errata requests.
The next meeting of the Commission is scheduled for 2:00 p.m. December 17, 2012 at the District’s East Wenatchee Headquarters office.
