Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the November 26, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:
Approved amendment No. 1 to professional service agreement with The Master’s Touch, LLC, for printing and mailing services for the District’s customer billings. The in-house practice is no longer effective or practical for the District. This agreement will not exceed $20,000 and will expire December 31, 2013. (12-200)
Authorized change order No. 3 to contract 12-13-D, construct Rapids Switchyard expansion. Changes include improved gate security and additional holes for ground wires at a cost of $1,700 bringing the total not to exceed limit to $599,568. (12-201)
Established the assessment roll of Local Utility District (LUD) No. 1 of Douglas County, the Rio Vista Street Lighting System. The Commission was advised the 2013 assessment will be $28.00 per lot. The public hearing date is set for December 17, 2012 at 2:00 p.m. in the East Wenatchee Headquarters. Any lot owner in the LUD area wishing to comment on the assessment may do so in writing prior to that time or by attending the hearing in person. (12-202)
Scheduled a public hearing to consider adoption of 2012 Update to the Integrated Resource Planning Study. The hearing will be December 10, 2012 at 2:00 p.m. at the East Wenatchee Headquarters. The Integrated Resource Plan evaluates the full range of energy alternatives, including generation capacity, power purchases, energy conservation, energy efficiency and renewable energy resources in order to provide adequate and reliable service to customers at the lowest system cost. Authorized the renewal of excess liability insurance coverage with AEGIS Insurance Services, Inc. and Energy Insurance Mutual. (12-204)
Approved professional service agreement with LGL Limited for 2013 Adult Pacific Lamprey Passage and Enumeration Study. Count station installation and evaluation of ladder passage is required by the new Wells license, the 401 Water Quality Certification and the Aquatic Settlement Agreement. This agreement is not to exceed $150, 069 and will conclude August 31, 2014. (12-205)
Authorized professional service agreement with Water Recovery Services, Inc. a sole source, for rehabilitation of Wells Hatchery wells 11C and 13C. During the Wells Hatchery Modernization it was determined these wells are out of commission due to pump failure. This Agreement will not exceed $34,070 and expires on December 31, 2013. (12-206)
Approved request for qualifications 12-29-W, architectural and engineering services for the installation of a standby diesel generator necessary to supply backup power to critical services at the East Wenatchee Headquarters facility. (12-207)
Authorized a request for qualifications 12-30-D, professional design services for warehouse roof membrane replacement. (12-208)
Reminded those in attendance the December 3, 2012 Commission meeting has been canceled.
