Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the October 1, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:
Held the scheduled hearing for the Distribution System 2013 budget and the Wells Project 2012-2013 budget.
Adopted the Distribution System budget which estimates revenues for 2013 at $45.5 million, an increase of 0.9%. Operating expenses are estimated at $40.8 million, an increase of 1.5%. A net loss from operations is projected to be $420,863. The capital budget is $12.7 million, of which $11 million is for electrical facilities. The balance of the capital budget is for improvements and new connections to the Douglas County Community Network and for equipment and right-of-way easement costs. (12-161)
Adopted the 2012-2013 fiscal year Wells Hydroelectric Project budget. At $53,974,729 the total Wells Hydroelectric Project Operating Expense Budget amounts to a $499,372 increase from last year’s estimate. The Wells Project Revenue Budget estimate is equal to the Operating Expense Budget as required by contract. The Wells Project Capital Budget totals $35.4 million. Major items include generating unit refurbishment, recreation action plan items, fire protection system piping and generator circuit breaker replacements. (12-162)
Approved the Environmental Reviews for the 2013 Distribution System Capital Budget and the 2012-2013 fiscal year Wells Hydroelectric Project Operating, Capital and Extraordinary Expense Budget. (12-163)
Authorized change order No. 1 to contract 12-14-D, construct Douglas to Rapids 230 kV Transmission Line. Delivery of steel poles has been delayed one month, so the project completion date is also being adjusted to April 30, 2013. (12-164)
Authorized a call for bids under bid document 12-26-D, supply and deliver #2. 1/0 and 4/0 EPR primary underground cable to resupply inventory. (12-165)
Approved professional service agreement with Jacobs Engineering Group, Inc. under contract 12-17-W. In order to maintain proper maintenance of the Wells Hydroelectric Project, the District needs to retain a consulting engineer for providing immediate and continuous engineering counsel. (12-166)
Authorized ColumbiaGrid third amendment to the Planning and Expansion Functional Agreement. This will bring the agreement into compliance with the Federal Energy Regulatory Commission Order 1000. (12-167)
Approved the purchase of Pend Oreille PUD Bonds by the Distribution System. (12-168)
Approved the annual renewal for Directors and Officers and Employment Practices Liability Insurance. (12-169)
Relocated the December 10, 2012 Commission Meeting to East Wenatchee. It will be held at 2:00 p.m. in the East Wenatchee Headquarters office.
Rescheduled the December 24, 2012 Commission Meeting to December 27, 2012. It will be held at 2:00 p.m. in the East Wenatchee Headquarters office.
Canceled the December 31, 2012 Commission Meeting.
The next meeting of the Commission is scheduled for 1:30 p.m. October 8, 2012 at the District’s Bridgeport office.
