Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the May 21, 2012 Commission meeting held at the District’s East Wenatchee Headquarters office:
Opened bids under 12-09-D, design and build concrete communications building. The bid will be analyzed prior to an award recommendation.
Opened bids under 12-10-W, Peninsula Park swim area improvements. The bids will be analyzed prior to an award recommendation.
Heard a report on the bid opening for bid document 12-11-D, supply and deliver two 230kV breakers for Douglas and Rapids switchyards.
Authorized amendment No. 2 to the video transport agreement with Viacom Media Networks, formerly MTV Networks, Inc. This amendment will extend the agreement to December 31, 2013. These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (12-080)
Approved change order No. 2 to contract 11-20-D, furnish tubular steel structures for Douglas to Rapids 230 kV Transmission Line. Changes include strengthening one structure to accommodate different load conditions. This change order will increase the not to exceed limit $8,338 bringing the total not to exceed limit to $3,264,225. (12-081)
Awarded HVB AE Power Systems, Inc. contract 12-11-D, supply and deliver two 230kV breakers for Douglas and Rapids switchyards. HVB AE Power Systems, Inc. with a bid price of $ 180,000 was the lowest responsive bidder. (12-082)
Authorized an agreement with the United States of America Department of Energy acting through the Bonneville Power Administration and Chelan County PUD and Grant County PUD relating to the Northern Mid-Columbia Joint Project and Cost Allocation. After studying the transmission system in the Northern Mid-Columbia region, a proposed 230 kV transmission line from Douglas County PUD’s Rapid’s Switchyard to BPA’s Columbia Switchyard would remedy the anticipated future deficiencies of the system. The Agreement memorializes the obligations, responsibilities, and cost allocations of the parties for this joint project. (12-083)
Authorized an agreement with Chelan County PUD and Grant County PUD relating to the operations, maintenance and capacity rights of the Northern Mid-Columbia Joint Line. (12-084)
Approved an amendment to the professional service agreement with Marsh USA, Inc. Marsh has agreed to assist with the appraisal of two substation transformers.(12-085)
Authorized WECC Synchrophasor and Operating Reliability Data Sharing Agreement. This agreement will allow the District to share appropriate data with other WECC members. (12-086)
Approved a lease agreement with RiverCom 911 for continued use of the Moses Stool Radio Site with a not to exceed cost of $150 per month. (12-087)
Authorized amendment No. 2 to professional service agreement with Erlandsen and Associates, Inc. Necessary for two remaining 2007 Recreation Action Plan improvements. This amendment will extend the agreement an additional two years to May 31, 2014 and increase the not-to-exceed limit $296,500 bringing the total not to exceed limit to $1,396,500. (12-088)
Approved extension of the inter-system loan for relicensing. This note will bear interest and be paid from the Wells Hydroelectric Project to the Electric Distribution System over the life of the new long-term FERC license for the project. (12-089)
Passed a motion to withdraw from membership in the Northwest Open Assess Network.
Reminded those in attendance the May 28, 2012 Commission Meeting has been canceled due to conflicts with the Commissioner’s schedules.
The next meeting of the Commission is scheduled for 2:00 p.m. June 4, 2012 at the District’s East Wenatchee Headquarters office.
