Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the October 24, 2011 Commission meeting held at the District’s East Wenatchee Headquarters office:
Held the scheduled hearing for the Distribution System 2012 budget. Staff presented a revised draft Distribution System budget, changing the expected 2012 borrowing from $30 million to $16 million. The lower amount expected to be borrowed decreases the previous draft budget interest expense substantially. This change will allow the Commission more flexibility when making future decisions about electric prices.
Adopted the 2012 Distribution System budget which estimates revenues for 2012 at $45.1 million, an increase of 16.3%. Operating expenses are estimated at $40.3 million, an increase of 4.6%. The budget anticipates a $16 million bond issue to fund long-lived capital additions such as substations and transmission lines. The bond issue will result in a $500,000 increase in interest expense. Net Additions to Retained Income is estimated at $610,526. The capital budget is $19.7 million, of which $17.4 million is for electrical facilities. The electrical facilities budget includes $1.1 million for substation improvements to benefit a single customer that would reimburse the District for the cost of the improvements. The balance of the capital budget is for improvements and new connections to the Douglas County Community Network as well as for equipment and right-of-way easement costs. (11-141)
Awarded HD Supply of Portland, OR, contract 11-16-D, 144 count long span fiber optic cable. HD Supply was the lowest responsive bidder. (11-142)
Approved a weatherization agreement with the Chelan-Douglas Community Action Council. Douglas PUD has participated in the Washington State Department of Community Development’s Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988. Douglas PUD will contribute $40,000 for 2012. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (11-143)
Authorized an agreement for professional services with Cascade Biological Supply for nuisance animal control needed to protect salmon and steelhead reared at the District’s fish facilities and trees on the Wells Reservoir. The cost of the agreement is not to exceed $9,000. (11-144)
Authorized a land use permit for RR45-02 to Sunshine Agriculture, Inc. This permit will allow existing access road and irrigation facilities on District property. (11-145)
