Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Ron Skagen, Jim Davis and Lynn Heminger executed the following actions during the March 21, 2011 Commission meeting held at the District’s East Wenatchee Headquarters office:

Opened bids under bid document 11-05-D, supply and deliver two 115-13.2 kV, 42MV A substation transformers to Pangborn Substation. The bids will be analyzed prior to an award recommendation.

Awarded Assistant Treasurer John Grundrstom, with his twenty-year service award. Commissioner Skagen thanked John on behalf of the citizens of Douglas County for his many years of service. John has 32 years of service in the utility industry.

Approved acceptance of work and final payment to POTELCO, Inc. under contract 10-15-D, construct South Nile Substation expansion. All work under the contract has been completed and determined to meet the bid specifications. (11-035)

Awarded contract 11-02-D, supply 750KCM and 4/0 EPR primary underground distribution cable to WESCO of Portland, OR. WESCO, with a bid price of $72,567 for 4/0 and $285,552 for 750kcm, was the lowest responsive bidder. (11-036)

Authorized Transport Agreement with the television network Music Choice.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network. (11-037)

Provided notice of estimated excess compensation billings. State law requires employers to give notice, at a public meeting, of the employer’s estimate of the excess compensation billings. The District’s estimate of excess compensation billings is $289,000 for its Public Employees’ Retirement System Plan 1 employees who are expected to retire during the Collective Bargaining Agreement expiring on March 31, 2014. Authorized the execution of a new collective bargaining agreement with the International Brotherhood of Electrical Workers Local 77 for a three year period. (11-039)

Authorized renewal of fiduciary liability insurance with Chartis. (11-040)

Approved renewal of comprehensive crime coverage with The Hartford. (11-041)

Approved acceptance of work and final payment to MMR Construction under contract 07-41-W, Twisp River fish trap weir modifications.  All work under the contract has been completed and determined to meet the bid specifications. (11-042)

Authorized amendment No. 1 to agreement with Jacobs Engineering Group Inc.  for Consulting Engineering Services for the Wells Hydroelectric Project. This amendment will increase the not to exceed limit $1,000,000 for a total not to exceed limit of $3,000,000 for the three year contract.  The increase is due to substantial engineering tasks not considered in the original contract.
