Douglas County PUD Commissioners Jim Davis, Lynn Heminger, and Ron Skagen executed the following actions during the August 19, 2010 Commission meeting held at the East Wenatchee Headquarters office:
Authorized Issuance of Wells Hydroelectric Revenue Bonds, Series 2010A, Series 2010B, and Series 2010C and approving Terms and Conditions of the bonds. Douglas PUD is selling $100 million of “new money” bonds to finance rehabilitation projects at the Wells Project and $12.9 million of “refunding” bonds to get a lower interest rate on outstanding bonds. The refunding bonds will yield a $2.259 million net present value savings compared to the refunded bonds. The average interest cost on all of the bonds is 4.507%.
Authorized a Professional Service Agreement with Commonwealth Associates, Inc. under RFQ 10-13-D. This contractor will provide engineering services necessary for the planning and construction of the Douglas-Rapids 230 kV transmission line project. The total cost of the services shall not exceed $941,500 without additional authorization.
Authorized Change Order No. 3 on Contract 09-21-W, Badger Mountain Communications Building, with G. G. Richardson. This change order is for $12,026, changing the total project cost to $256,626.
Authorized Professional Service Agreement with Historical Research Associates, Inc. under RFQ 10-14-W for Professional Archaeological and Cultural Resource Services. The total not-to-exceed price of this contract is $100,000.
Authorized Negotiation of Professional Services Agreement under RFP 10-16-W, ARC Flash Hazard Analysis Study for the Wells Hydroelectric Project. The Eaton Corporation was selected for this engineering study aimed at safety for personnel and equipment.
Authorized Amendment No. 5 to the Professional Service Agreement with the Okanagan Nation Alliance for Water Management Tools to Increase Production of Okanagan River Sockeye Salmon. This Amendment extends the reporting deadline from August 31 to December 31, 2010.
Authorized Approval of Land Use Permit “Terry Substation-02” for Frontier Communications, Inc. This will allow Frontier to install underground communication cables on Douglas PUD property near the Terry Substation.
Established a new administrative position of Compliance Engineer. This new position will provide engineering support to existing personnel to enhance the District’s ability to meet reliability compliance requirements.
The next meeting of the Commission is scheduled for 2:00 p.m. August 30, 2010 at the District’s East Wenatchee office.
