Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the June 7, 2010 Commission meeting held at the District’s East Wenatchee Headquarters office:

Congratulated the Relicensing Team on filing of the final license application with the Federal Energy Regulatory Commission for the Wells Hydroelectric Project. “This is an important milestone for Douglas County PUD.  We are proud of your professionalism and diligence.  The people of Douglas County share in our sincere appreciation of the work you have done,” said Commissioner Jim Davis.

Held a hearing for the consideration of findings in the State Auditor’s Office Comprehensive Performance Audit as required by RCW 43.09.470. No public was present and no written public comment was received. The Commission declared the hearing closed.

Authorized addendum No. 1 to bid document 10-15-D, construct South Nile Substation expansion. This addendum clarifies items in the bid document. (10-113)

Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction.  The sale, handled by the Northwest Auction Service, is scheduled for Saturday, June 12 at the Chelan County Fairgrounds. (10-114)

Authorized retirement and disposal of obsolete printing and computer equipment. These items are non-usable, of no value, and unsuitable for sale at a surplus auction. (10-115)

Approved renewal with AEGIS Insurance Services for Western Interconnected Electric Systems blackout/brownout liability insurance coverage. The renewal premium of $4,520 reflects an increase of $1,667 from last year. (10-116)

Authorized change order No. 17 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project.  Changes include machining of runner blade trunnions on the first unit. This change order will increase the not to exceed limit $117,866 bringing the total not to exceed limit to $154,071,227. (10-117)

Authorized change order No. 18 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project.  Changes include repairs to field poles on the first unit. This change order will increase the not to exceed limit $67,169 bringing the total not to exceed limit to $154,138,396. (10-118)

Approved the operation and maintenance budget for the Methow Hatchery for the 2010-2011 fiscal year for $ 828,638.  This is a 3.73 percent decrease from last year’s budget. (10-119)

Approved the operation and maintenance budget for the Wells Hatchery for the 2010-2011 fiscal year for $1,031,989.  This is a 4.4 percent decrease from last year’s budget. (10-120)

Approved the 2010-2011 Wells Hatchery Survival Study Budget of $81,801.  This budget provides for the rearing of yearling Chinook and steelhead for the survival studies to meet the requirements of the Habitat Conservation Plan for the Wells Hydroelectric Project.  (10-121)

The next meeting of the Commission is scheduled for 1:30 p.m. June 14, 2010 at the District’s Bridgeport office.
