Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the April 12, 2010 Commission meeting held at the District’s East Wenatchee Headquarters office:
Opened bids under bid document 10-03-D, distribution tree trimming. The bids will be analyzed prior to an award recommendation.
Opened bids under bid document 10-06-W, Wells Hatchery adult steelhead holding pond modifications. The bids will be analyzed prior to an award recommendation.
Authorized a rate adjustment for a professional services agreement with RH2 Engineering. RH2 Engineering provides general engineering support to the Electric Distribution System. The increase is approximately 1.8%. (10-070)
Awarded Utility Pole Technologies, Inc. of Willow Grove, PA, contract 10-04-D, pole testing and treating. Utility Pole Technologies Inc. was the lowest responsive bidder. (10-071)
Awarded HD Supply Utilities of Portland contract 10-01-D, to supply the District with 1250 EPR underground cable. HD Supply Utilities (Kerite) was the lowest responsive bidder. (10-072)
Authorized issuance of request for proposals 10-11-D, material testing services. Necessary to ensure sound engineering practices for upcoming construction projects. (10-073)
Approved a call for bids under bid document 10-12-D, provide South Nile deadend structure. Necessary to receive the transmission line coming into South Nile Substation. (10-074)
Authorized certain real property transfer to Brewster School District No. 111. The irregular shape, 4,000 square foot property is above Wells Project boundary and is of no value to the District. The school will use it to expand their softball field to regulation size. (10-075)
Approved amendment No. 1 to agreement for professional services with Biomark, Inc. with regard to 2010 Survival Study for Wells Hydroelectric Project. More man power is necessary to ensure the study is completed in a rigorous, consistent and fish friendly manner. This will increase the not to exceed limit $33,286 for a total not to exceed limit of $309,000. (10-076)
Authorized agreement for professional services with Columbia Basin Environmental for 2010 Water Quality Sensor Calibration and Maintenance. The District must monitor total dissolved gas in the Wells Project forebay and tailrace during the juvenile fish migration season for the Washington State Department of Ecology. Columbia Basin Environmental has successfully performed this work for the District for several years. Expenses under the agreement shall not exceed $28,000. (10-077)
Approved a call for bids under bid document 10-10-W, turbine runner maintenance platform for Wells Hydroelectric Project. (10-078)
Authorized issuance of request for qualifications 10-14-W, professional archeological and cultural resource services. (10-079)
