Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the December 7, 2009 Commission meeting held at the East Wenatchee Headquarters office:

Approved addendum No. 1 to bid document 09-27-D, Bridgeport office improvements. The pre-bid walk through with potential bidders revealed necessary clarifications to the bid document. (09-270)

Authorized change order No. 1 to contract 09-22-D, foundation and curbing work for Foster Creek Substation. Changes include raising the gates to swing clear of added rock, fifteen day time extension and payment terms to progress payments.  This change order will increase the not to exceed limit $486. (09-271)

Approved a call for bids under bid document 09-28-D, communication fiber splicing and customer installation crews. Necessary to assist District crews with communication projects. (09-272)

Awarded Tunnel Hill Granite of Chelan, contract 09-23-W, 2010-2011 heavy equipment services for Wells Hydroelectric Project.  Tunnel Hill Granite, with a bid price of $ 364,250 was the only responsive bidder. (09-273)

Awarded Reeves Lawn and Spray Service of East Wenatchee contract 09-26-W, 2010-2011 grounds maintenance. Reeves Lawn and Spray Service, with a bid price of $193,921 was the only responsive bidder. (09-274)

Authorized ColumbiaGrid second amendment to Planning and Expansion Functional Agreement. This will allow for the evaluation of non-transmission alternatives that are proposed in the planning process. (09-275)

Approved sole source purchase of passive integrated transponder (PIT) tag detection system and PIT tags from Biomark, Inc. The PIT tags manufactured by Biomark are the only tags that work with the detection systems installed at Columbia River dams. A PIT-tag detection system in the Rocky Reach Juvenile Fish Bypass is necessary for HCP required Chinook and steelhead survival studies. (09-276)

Authorized execution of Northwest Power Pool (NWPP) General Services Agreement.  This will formalize the incorporation of the NWPP Corporation and the NWPP Agreement. (09-277)

Authorized Douglas PUD’s participation in the Public Generating Pool budget for 2010.  Douglas PUD’s share of the 2009 budget is $35,000. (09-278)

Approved an agreement with Avista Corporation for purchase and sale of power during 2010. (09-279)

Authorized execution of documents regarding HR 146, Bureau of Land Management Property Conveyance.  (09-280)

Approved purchase and sale agreement with Jean Green for certain real property, Wells Tracts 1133. The property is necessary for the operation and maintenance of the Wells Hydroelectric Project. (09-281)

Authorized execution of revised Interlocal Agreement establishing Central Washington Public Utilities (CWPU) Administrative Agency.  (09-282)

Approved execution of revised Interlocal Cooperation Agreement establishing the CWPU Unified Insurance Program Trust and Declaration of Trust. (09-283)

Authorized a renewal with Liberty Mutual Insurance Company for commercial general liability, Washington stop gap and commercial automobile liability coverage with a renewal premium of $149,423. (09-284)

Approved the renewal of excess liability insurance coverage with AEGIS Insurance Services, Inc. with a renewal premium of $344,795. (09-285)

Authorized purchase of foreign liability insurance through Great Northern Insurance Company for a premium of $2,500. (09-286)

Adopted District Financial Policies as required by the District’s Governance Policy. (09-287)

The next meeting of the Commission is scheduled for 1:30 p.m. December 14, 2009 at the District’s Bridgeport office.
