Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the November 30, 2009 Commission meeting held at the East Wenatchee Headquarters office:

Opened bid under Bid Document 09-23-W, 2010-2011 heavy equipment services for Wells Hydroelectric Project. The apparent low bidder is Tunnel Hill Granite of Chelan, with a bid of $364,250. The bid will be analyzed prior to an award recommendation.

Opened bid under Bid Document 09-26-W, 2010-2011 grounds maintenance. The apparent low bidder is Reeves Lawn and Spray Service of East Wenatchee, with a bid of $193,921. The bid will be analyzed prior to an award recommendation.

Approved a weatherization agreement with the Chelan-Douglas Community Action Council.  Douglas PUD has participated in the Washington State Department of Community Development’s Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988.  Douglas PUD will contribute $40,000 for 2010. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (09-263)

Authorized acceptance and final payment to Knight Construction and Supply, Inc under contract 09-14-W, fish turbine intake gate rehabilitation for the Wells Hydroelectric Project. All work under the contract has been completed and determined to meet the bid specifications. (09-264)

Approved change order No. 10 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. Changes include repair fifteen wicket gate shear levers on the first unit. This change order will increase the not to exceed limit $22,302 bringing the total not to exceed limit to $153,808,666. Authorized change order No. 11 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. Changes include shipping runner hub and adapter flange for the first unit to Milwaukee, WI for repairs and machining. This change order will increase the not to exceed limit $58,440 bringing the total not to exceed limit to $153,867,106. (09-266)

Approved change order No. 12 to contract 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project. This change order will extend time for completion of work on the first unit 28 days with no increase in contract amount.  (09-267)

Authorized intervention in Federal Energy Regulatory Commission Project No. 13525-00, Green Hydropower Inc.  The proposed project could impact the operation and environment of the Wells Project.  The intervention will allow the District to become informed about the proposed project and form a responsible position.  (09-268)

Approved amendment of employee service award program.  This change eliminates the selection of service awards from O.C. Tanner and incorporates logo wear gift certificates.  The service award program is designed to recognize employees for milestone years of employment. (09-269)
