Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the September 21, 2009 Commission meeting held at the East Wenatchee Headquarters office:

Conducted a hearing regarding a proposed rate adjustment. Six customers attended the hearing and all provided comments or asked questions.

Authorized an “Authorization for Entry” agreement with Western Pacific Timber, LLC. This agreement is to allow District staff and consultants to investigate a potential transmission line right of way. (09-199)

Authorized Amendment No. 1 to the professional services agreement with Anchor QEA, LLC. This agreement is to provide facilitation services for Habitat Conservation Plan standing committees. The amendment adds $250,000 to the not-to-exceed total and extends the term of the agreement through August 31, 2012.(09-200)

Authorized Change Order No. 1 to Task Order No. 4 under the Master Consulting Services Agreement with MWH Americas. Task Order No. 4 authorizes engineering administration, design review, construction management support and other services related to the Toshiba International Corporation contract to rebuild the generators and refurbish the turbines on Wells Hydroelectric Project generating Units 1 through 10. Change Order No. 1 increases the not-to-exceed amount to $3,150,000. The change order was required to add the third and fourth generating units to the task order. (09-201)

Authorized negotiation of an Agreement for Professional Services regarding bird hazing at the Wells Project and fish hatchery with Columbia Research. (09-202)

Authorized an Agreement for Professional Services with the Confederated Tribes of the Colville Reservation (CCT). This agreement is for any archaeological services that may be required from the CCT as part of relicensing or ongoing compliance with the National Historic Preservation Act. The not-to-exceed amount of the contract is $30,000. (09-203)

Authorized continuation of an agreement with the U.S. Geological Survey for 2009-10 river-gaging station maintenance and operation costs. The river gaging is related to the operation of the Wells Hydroelectric Project and the cost is $31,335. (09-204)

Approved Jacobs Civil, Inc. as the Consulting Engineer for the Wells Hydroelectric Project. This approval is the result of an evaluation that occurs every three years and authorizes staff to negotiate a new agreement with Jacobs for the period October 3, 2009 through October 3, 2012. (09-205)

The next meeting of the Commission is scheduled for 2:00 p.m. September 28, 2009 at the District’s East Wenatchee Headquarters office.
