Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the June 29, 2009 Commission meeting held at the East Wenatchee Headquarters office:

Adopted Governance Policies of Douglas PUD Commission. The Commission of Douglas PUD recognizes the responsibility to guide the District through defined purposes, values and vision, for the betterment of its customers and the community it serves. (09-143)

Adopted Code of Ethics for Douglas PUD. The Commission of Douglas PUD has designed an ethical code to identify the values that they desire all officers and employees of the District to embrace to enhance the performance of all persons engaged in the business of the District. (09-144)

Authorized acceptance of materials received from WESCO Distribution, Inc.  working under 09-10-D, EPR Underground Primary Cable. All work under the contract has been completed and determined to meet the bid specifications. (09-145)

Approved renewal of contract 08-32-D, traffic control flagging with TJE, L.L.C. for a second year as allowed by the contract. (09-146)

Authorized the general manager to announce requirements for professional services for Rapids Switchyard Commissioning.  The selected firm would provide on-site management in addition to testing all substations equipment, verifying connections and preparing organized and well maintained testing documentation. (09-147)

Approved extension of contract with Doble Engineering for an additional year.  Douglas PUD has used Doble test equipment since 1981.  Doble offers use of specialized test equipment and technical support.  The contract is not to exceed $22,950. (09-148)

Authorized negotiation of agreement for professional architectural services for Phase II 13th Street Storage Yard and Bridgeport Office Interior Revisions with The DOH Associates.(09-149)

Approved the acceptance of an engagement letter with KPMG LLP for the fiscal year ended August 31, 2009 audit of the Wells Hydroelectric Project. KPMG LLP has provided Douglas PUD with consistent certified public accounting services. (09-150)

Accepted bids received for surplus District property sold by Northwest Auction Service and authorized disposal of the items not sold. The auction raised $58,909 for Douglas PUD. (09-151)

The next meeting of the Commission is scheduled for 2:00 p.m. July 6, 2009 at the District’s East Wenatchee Headquarters office.
