Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the June 22, 2009 Commission meeting held at the East Wenatchee Headquarters office:

Approved acceptance of work and final payment to Asplundh Tree Expert Co. for the first year of contract 08-14-D, distribution tree trimming.  All work under the contract has been completed and determined to meet the bid specifications. (09-132)

Authorized acceptance of materials received from HVB-AE-Power Systems working under 08-25-D, Rapids Switchyard 115 kV breakers. All work under the contract has been completed and determined to meet the bid specifications. (09-133)

Approved renewal of contract 08-29-D, asphalt installation and repair with Moe Asphalt Patching and Seal Coating, Inc. for a second year as allowed for in the contract. (09-134)

Authorized amendment No. 1 to Exhibit B of the first amended and restated Interconnection and Service Agreement with Intergate.Columbia LLC controlled by Sabey Corporation.  This amendment adds a second point-of-delivery to Exhibit B. (09-135)

Heard a report on the public hearing to consider standards in the Energy Independence and Security Act of 2007 which was held on June 15, 2009.  No one attended the hearing and the District did not receive any other form of comment.  (09-132)

Set forth a determination regarding standards in the Energy Independence and Security Act of 2007. Those standards include: Integrated Resource Planning; Rate Design Modifications to Promote Energy Efficiency Investments; Consideration of Smart Grid Investments; Smart Grid Information; and Additional Incentives for Recovery, Use, and Prevention of Industrial Waste Energy.   (09-136)

Approved a memorandum of understanding with Washington State Department of Ecology regarding Washington State Clean Diesel Grant Program.  The memorandum of understanding clarifies the roles and expectations related to the grant.(09-137)

Authorized retirement and disposal of printing and computer equipment. These items are non-usable and unsuitable for sale at a surplus auction. Due to environmental concerns, the equipment will be properly disposed of utilizing various recycling services. (09-138)

Approved the Washington Department of Fish and Wildlife 2009-2010 supplemental budget for the Wells Wildlife Area.  The budget request was for $ 86,055. (09-139)

Approved the operation and maintenance budget for the Methow Hatchery for the 2009-2010 fiscal year for $ 860,787.  This is a 2.9 percent increase from last year’s budget. (09-140)

Approved the operation and maintenance budget for the Wells Hatchery for the 2009-2010 fiscal year for $1,079,761.  This is a 1.7 percent increase from last year’s budget.(09-141)

Approved the 2009-2010 Wells Hatchery Survival Study Budget of $78,535.  This budget provides for the rearing of yearling Chinook and steelhead for the survival studies to meet the requirements of the Habitat Conservation Plan for the Wells Hydroelectric Project. (09-142)

The next meeting of the Commission is scheduled for 2:00 p.m. June 29, 2009 at the District’s East Wenatchee Headquarters office.
