Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the March 16, 2009 Commission meeting held at the East Wenatchee Headquarters office:

Authorized renewal of Contract 07-09-D with Hawkeye Construction, Inc. for Distribution System dock crews. The renewal is for the third and final year under the contract. The contract is limited to $1,600,000.

Authorized award of Contract 09-03-D to Cascade Cable Constructors, Inc. of Spokane, Washington. This contract is to provide the District with services to install underground cable or conduit by plow. The contract shall not exceed $650,000 in the first year and may be extended for two additional years.

Authorized a call for bids under Bid Document 09-12-D to supply the District with 1250 EPR underground cable. This cable is needed to relocate District facilities in accommodation of Washington State Department of Transportation and Douglas County road projects on SR 28 and on Baker Street.

Authorized an agreement for professional services with Columbia Basin Environmental for 2009 water quality sensor calibration and maintenance. The District must monitor water quality in the Columbia and Okanogan rivers in light of Washington State water quality standards. Columbia Basin Environmental has successfully performed this work for the District for several years. Expenses under the agreement shall not exceed $45,000.

Authorized an agreement for Professional Services with PBS Environmental for environmental monitoring services. PBS Environmental monitors air quality adjacent to projects such as asbestos removal. The cost of this work shall not exceed $50,000.

Authorized the sole source purchase of passive integrated transponder (PIT) tags from Biomark, Inc. Each year the Washington Department of Fish and Wildlife (WDFW), on behalf of the District to meet Habitat Conservation Plan obligations, tags wild and hatchery fish to monitor a number of statistics. The PIT tags manufactured by Biomark are the only tags that work with the detection systems installed at Columbia River dams. The District will purchase 22,000 PIT tags for $54,002.60.

Authorized a notice to proceed to Toshiba International Corporation for the fourth unit under Contract 06-41-W, Wells Project generating unit rebuild project. This authorization brings the total authorized under the contract to approximately $70 million.

The next meeting of the Commission is scheduled for 2:00 p.m. March 23, 2009 at the District’s East Wenatchee office.
