Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Jim Davis, Lynn Heminger and Ron Skagen executed the following actions during the February 09, 2009 Commission meeting held at the Bridgeport office:

Authorized acceptance of materials received and final payment to General Pacific, Inc. working under contract 08-43-D, composite insulators South Nile to Rapids 115kV transmission line. All work under the contract has been completed and determined to meet the bid specifications. (09-32)

Approved renewal of professional services agreement with CanMap Systems to improve and support the electrical distribution mapping and work order system. This contract will conclude on December 31, 2010. (09-33)

Authorized a call for bids under bid document 09-03-D, plow installation of underground primary cable or conduit. After evaluating methods to rebuild the existing overhead lines in the Waterville Plateau area or replacing them with underground lines using plowing installation techniques, it was decided that when possible overhead lines should be replaced with plowed underground primary cable to avoid problems that occur when frost accumulates on overhead lines. Approved change order No. 4 to contract 07-29-W, warehouse and fabrication shop for the Wells Hydroelectric Project.  Changes include overhead door safety edge devices and fire alarm paint booth door release.  This change order will increase the not to exceed limit $5,307.37 bringing the total not to exceed limit to $3,903456.15. (09-35)

Authorized change order No. 2 to contract 08-16-W, log and debris boom at Wells Dam with American Civil Constructors West Coast, Inc. The change includes additional backfill, closure booms, gangways, barbed wire and warning signs increasing the not to exceed limit $96,270 bringing the total not to exceed limit to $6,254,964. Approved task order No. 5 services for the master consulting services agreement with MWH Americas, Inc. with regard to the Wells Hydroelectric Project. The services in Task Order No. 5 include technical and economic study of the main power transformers at the Wells Project at a not to exceed limit of $60,000. (09-37)

Authorized task order No. 6 services for the master consulting services agreement with MWH Americas, Inc. with regard to the Wells Hydroelectric Project. The services in Task Order No. 6 include services of a resident engineer at the Wells Project and additional on-site construction management support as required during the course of contract 06-41-W at a not to exceed limit of $750,000. (09-38)

Approved amendment No. 1 to agreement for professional services with Tetra Tech EC, Inc. for environmental impact statement preparation and permitting services for the Withrow Wind project. This will extend the contract to March 1, 2010. (09-39)

Authorized the Western Electricity Coordinating Council (WECC) budget for year 2009.  The District’s portion of the budget is $72,523.78. (09-40)

The next meeting of the Commission is scheduled for 2:00 p.m. February 17, 2009 at the District’s East Wenatchee Headquarters office.
