Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the December 8, 2008 Commission meeting held at the East Wenatchee Headquarters office:

Authorized acceptance of all work and final payment to T.J.E. L.L.C. for the second year of contract 06-20-D, traffic control flagging.  All work under the contract has been completed and determined to meet the bid specifications. (08-305)

Approved acceptance of all work performed by Pole Maintenance Company, LLC for the first year of contract 08-15-D, pole testing and treating . All work under the contract has been completed and determined to meet the bid specifications. Douglas PUD will execute the option to extend the contract for an additional one-year period.  (08-306)

Authorized change order No. 3 to contract 08-38-D, underground primary conductor with WESCO Distribution, Inc. This change order changes conductor  with one that was in stock and provides better specifications and changes the cost to reflect the actual amount of conductor delivered increasing the not to exceed limit $23,910 bringing the total not to exceed limit to $409,148. Approved acceptance of materials received from WESCO Distribution, Inc. working under contract 08-38-D, underground primary conductor.  All work under the contract has been completed and determined to meet the bid specifications. (08-308)

Authorized addendum No. 1 to bid document 08-49-D, Rapids Switchyard control and relay panels. The Addendum changes the incorrect relay model number to the valid model number that was initially intended. (08-309)

Approved extension of video transport agreement with KIRO-TV, Inc.  These agreements are required by most networks to receive and transport the signal over the Douglas County Community Network.  (08-310)

Authorized execution of professional services agreement with Hammond Collier Wade Livingstone for testing and inspection services. (08-311)

Approved a change order No. 1 to contract 06-42-W, 2007-2008 hatchery well and pump maintenance.  This extends the contract an additional year and adjusts rates as allowed by the contract. This will increase the not to exceed limit $55,597 bringing the total not to exceed limit to $271,840. (08-312)

Authorized the 2009 budget for the Methow and Wells Hatchery complex evaluation program for $816,865. This is a ½ percent increase from last year’s budget. (08-313)

Approved execution of grant of easement agreements with Nakata Orchards, Inc. (08-314)

Authorized Douglas PUD’s participation in the Public Generating Pool budget for 2009.  Douglas PUD’s share of the 2009 budget is $40,000. (08-315)

Approved an agreement with Avista Corporation for purchase and sale of power during 2009. (08-316)

Authorized a renewal with Liberty Mutual Insurance Company for commercial general liability, Washington stop gap and commercial automobile liability coverage with a  renewal premium of $161,298. (08-317)

Approved the renewal of excess liability insurance coverage with AEGIS Insurance Services, Inc. with a renewal premium of $302,876. (08-318)

Authorized purchase of foreign liability insurance through Great Northern Insurance Company for a premium of $2,500. (08-319)

The next meeting of the Commission is scheduled for 1:30 p.m. December 15, 2008 at the District’s Bridgeport office.
