Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the November 18, 2008 Commission meeting held at the East Wenatchee Headquarters office:

Presented Distribution Operations Supervisor Mac McGregor with his thirty-year service award. Commissioner Heminger thanked Mac on behalf of the citizens of Douglas County for his many years of service. Mac thanked the Commission and said “Things have really changed since I started.  There was one metal ladder truck and we dug everything by hand.”          

Approved change order No. 2 to contract 08-38-D, underground primary conductor with WESCO Distribution, Inc. This change order expedites the delivery time for the conductor and will increase the not to exceed limit $2,000 bringing the total not to exceed limit to $385,238. (08-279)

Authorized acceptance of materials received from Codale Electric Supply, Inc. under contract 08-28-D, 144 count fiber optic cable.  All work under the contract has been completed and determined to meet the bid specifications. (08-280)

Approved a weatherization agreement with the Chelan-Douglas Community Action Council.  Douglas PUD has participated in the Washington State Department of Community Development’s Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988.  Douglas PUD will contribute $40,000 for 2009. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (08-281)

Authorized execution of interlocal cooperation agreement with Kitsap County for Light Detection and Ranging (LIDAR) Services. This data will greatly assist line planning for future District transmission and distribution projects. (08-282)

Approved a call for bids under bid document 08-49-D, Rapids Switchyard control and relay panels. Rapids Switchyard requires control and relay panel equipment to monitor and regulate power as it passes in and out of the switchyard. (08-283)

Authorized a call for bids under bid document 08-51-D, communication dock crew. Necessary to assist District crews with overhead and underground communication projects and customer service. (08-284)

Awarded Whitebird Inc. of Wenatchee, contract 08-46-W, headquarters building interiors 2008. Whitebird, with a bid price of $495,394, was the lowest responsive bidder. (08-285)

Authorized change order No. 3 to contract 07-29-W, warehouse and fabrication shop for the Wells Hydroelectric Project.  Changes include additional supports for duct work, pressure relief valves and additional conduit.  This change order will increase the not to exceed limit $38,424 bringing the total not to exceed limit to $3,898,149. Approved change order No. 1 to contract 08-18-W, warehouse pipe boring and jacking. Changes include eleven (11) linear feet of additional casing.  This change order will increase the not to exceed limit $6,600 bringing the total not to exceed limit to $123,044. (08-287)

Authorized change order No. 2 to contract 08-18-W, warehouse pipe boring and jacking.  The change allows for progress payments rather than a single lump sum payment. (08-288)

Approved the acceptance of all work performed by Northwest Boring Company, Inc. working under contract 08-18-W, warehouse pipe boring and jacking.  All work under the contract has been completed and determined to meet the bid specifications. (08-289)

Authorized the acceptance of all work performed by Hale & Long General Contractors working under contract 07-11-W, landscape and other improvements - Wells Hydroelectric Project.  All work under the contract has been completed and determined to meet the bid specifications. (08-290)

Approved the acceptance of all work performed by Myers Power Products, Inc. working under contract 07-38-W, Wells Dam 480-V circuit breakers.  All work under the contract has been completed and determined to meet the bid specifications. (08-291)

Authorized an environmental study agreement with Bonneville Power Administration. This study will conduct the necessary environmental analysis and documentation related to the proposed interconnection. (08-292)

Approved a Professional Services Agreement with Badger Mountain Productions.  Douglas PUD has a need to document District activities on an ongoing basis.  Badger Mountain Productions has been providing video documentation for several years and has a good knowledge of District operations.  This contract shall not exceed $130,000. (08-293)

The next meeting of the Commission is scheduled for 2:00 p.m. November 24, 2008 at the District’s East Wenatchee Headquarters office.
