Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the December 17, 2007 Commission meeting held at the East Wenatchee Headquarters office:
Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2008 is $22.00 per lot.
Conducted a public hearing for proposed pole attachment rate formula and resulting rate. After hearing from representatives of Charter Communications and staff’s summary of written comments, the Commission declared the hearing closed. Staff will consider the public comment and bring a recommendation to the Board at a later date.
Approved the acceptance of all work performed by Altec Industries, Inc. working under contract 06-12-D, supply two 2006 6X6 Digger Derrick line trucks. All work under the contract has been completed and determined to meet the bid specifications. (07-360)
Authorized acceptance of materials received from Electrical Power Products, Inc., under contract 07-16-D, Pangborn Substation control and relay panels. All work under the contract has been completed and determined to meet the bid specifications. (07-361)
Approved change order No. 1 to contract 07-24-D, Sun Cove communication distribution system installation. The change allows for progress payments rather than a single lump sum payment. (07-362)
Authorized change order No. 1 to contract 05-11-W, building maintenance for East Wenatchee Headquarters Facility. The change will extend the contract a year and increase the monthly rate as allowed in the contract. (07-363)
Approved change order No. 1 to contract 07-34-W, auditorium asbestos abatement. The changed includes removal of additional ductwork at a cost of $1,200 bringing the total not to exceed limit to $34,099. (07-364)
Authorized a Settlement Agreement with the State of Washington Department of Fish and Wildlife (WDFW). In the agreement, WDFW supports proposed resource protection measures and a Wells Project license term of 50-years. In return, the District will provide WDFW with trout and wildlife area funding. Approved the 2008 budget for the Methow and Wells Hatchery complex evaluation program for $812,173. This is a 10 percent increase from last year’s budget. (07-366)
Approved 2007 Recreation Action Plan Update. The plan includes improvements to boat launches and assistance to cities with major maintenance items. (07-367)
Authorized L&J Orchard, LLC to grant an easement to East Wenatchee Water District. Necessary to interconnect a proposed water storage facility with the East Wenatchee Water District’s existing infrastructure, the proposed utility access crossing will not impact the District’s use of the easement corridor. Approved easements for the installation and use of an irrigation pumping facility for Crane & Crane, Inc. (07-369)
Authorized amendment No. 1 to the agreement for architectural services with The DOH Associates, P.S. Additional work has been added to the scope of the agreement increasing the not to exceed limit $50,000 bringing the total not to exceed limit to $150,000. The amendment will also include a new rate schedule as allowed by the agreement. (07-370)
Authorized a Professional Services Agreement with Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. Badger Mountain Productions has been providing video documentation for several years and has a good knowledge of District operations. This contract shall not exceed $130,000. (07-371)
Adopted changes to the Administrative Rules Governing Docks and Piers. The new policy will limit new boat docks or piers on District land to inside the city limits of Pateros, Brewster and Bridgeport. (07-373)
The next meeting of the Commission is scheduled for 10:00 a.m. December 31, 2007 at the District’s East Wenatchee Headquarters office.
