Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the October 22, 2007 Commission meeting held at the East Wenatchee Headquarters office:

Opened bid submitted for bid document 07-33-W, 2008-2009 grounds maintenance.  The only bid was received from Wright’s Lawn Service of East Wenatchee. The bid will be evaluated prior to a recommendation for contract award.

Authorized addendum No. 1 to bid document 07-36-D, Withrow Water Works system improvements project. Review of the bid document by potential bidders revealed necessary revisions and clarifications to the bid document.  (07-294)

Authorized change order No. 4 to contract 07-14-D, construction of Pangborn Substation. Changes include increased costs to drill and pour foundation due to unexpected rocky conditions.  This change order will increase the not to exceed limit $61,350 bringing the total not to exceed limit to $2,745,646. Approved acceptance of materials received from Galvanizers Inc., under contract 06-53-D, Pangborn Substation bus equipment and steel support structures. All work under the contract has been completed and determined to meet the bid specifications. (07-296)

Authorized acceptance of materials received from Galvanizers Inc., under contract 06-54-D, Pangborn Substation light poles and 115 kV receiving structure. All work under the contract has been completed and determined to meet the bid specifications. (07-297)

Approved the acceptance of all work performed by North Sky Communications working under contract 07-22-D, Eastmont Communication Building to Douglas Switchyard and Briarwood Subdivision fiber backbone installation.  All work under the contract has been completed and determined to meet the bid specifications. Authorized requisite agreements for interconnection, operation and transmission service for the District’s Dutch Henry Substation and Avista Corporation’s Chelan-Stratford 115-kV transmission line. (07-299)

Approved an agreement for professional services with Cascade Biological Supply for needed nuisance wildlife trapping services to protect salmon and steelhead reared at the District’s fish facilities and protection of trees on District lands. The cost of the agreement is not to exceed $9,500. (07-300)

Authorized an agreement for professional services with Parametrix, Inc. with regard to relicensing the Wells Hydroelectric Project. The scope of services under this agreement includes assisting District staff with the development of relicensing studiesand relicensing documents (e.g. water quality monitoring, toxins assessment, terrestrial resource studies along the transmission line corridor, total dissolved gas studies,) at a cost not to exceed $750,000. The next meeting of the Commission is scheduled for 2:00 p.m. October 29, 2007 at the District’s East Wenatchee Headquarters building.
