Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the October 8, 2007 Commission meeting held at the Bridgeport office:
Authorized change order No. 1 to contract 07-04-D, three small one man bucket units with service bodies. The change will allow for purchase of an additional truck. This change order will increase the not to exceed limit $57,783 bringing the total not to exceed limit to $231,735. (07-281)
Authorized change order No. 1 to contract 07-06-D, 4X4 material handling 55 foot bucket truck. The change will allow for purchase of an additional truck to replace another bucket truck. This change order will increase the not to exceed limit $232,838 bringing the total not to exceed limit to $465,676. (07-282)
Authorized the annual renewal for public officials liability insurance with an employment practices liability endorsement. The cost of renewal for the $10 million policy is $70,537. (07-283)
Approved closure of the Rural Economic Development Fund accounts for 2006-2007. (07-284)
Authorized increasing the Distribution System Rate Stabilization Fund from $12,000,000 to $24,000,000. This account allows the District to stabilize rates in times of extreme but temporary drought affecting generation at the Wells Project or other business conditions that may negatively affect the District. The 2008 Distribution System capital budget is larger than in years past which may require a larger use of funds from the Distribution System rate stabilization fund. (07-285)
Authorized amendment to Rate Schedule 6, Wholesale Communication Service, Section 6 and 39 of the Electric Distribution System Customer Service Policies to meet the changing business needs of the District's Douglas County community Network. (07-286)
Awarded Hale & Long General Contractors of East Wenatchee, contract 07-11-W, landscape and other improvements - Wells Hydroelectric Project. Hale and Long, with a bid price of $272,500, was the only responsive bidder. (07-287)
Authorized an agreement for bird control at the Wells fish hatchery and gull wire maintenance at the Wells Project with the United States Department of Agriculture. The purpose of this agreement is to protect salmon and steelhead from fish-eating birds. The combined cost of this agreement will be $77,226. (07-288)
Authorized an agreement for professional services with Parametrix, Inc. for consulting services regarding total dissolved gas (TDG). The scope of services under this agreement is for a joint total dissolved gas literature review at a cost not to exceed $16,000. (07-289)
Held a hearing regarding changes to administrative rules governing docks and piers in the District’s Land Use Policy.
The next meeting of the Commission is scheduled for 2:00 p.m. October 15, 2007 at the District’s East Wenatchee Headquarters building.
