Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the October 1, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Opened bid submitted for bid document 07-11-W, landscape and other improvements - Wells Hydroelectric Project. The only bid was received from Hale and Long General Contractors Inc. of East Wenatchee. The bid will be evaluated prior to a recommendation for contract award.

Held a hearing on the 2008 Electric Distribution System Budget and the 2007-2008 Wells Hydroelectric Project Budget.

Adopted the 2008 Electric Distribution System Budget.  Purchased power for the Distribution System Operating Budget for 2008 is estimated at $21,725,000, up approximately  8.8% from the 2007 estimate.   Administration and general expenses are up approximately $265,000 from last year’s estimate and taxes are estimated to decrease by approximately $18,000.  The Distribution System Capital Budget of $19,143,000 for 2008 is an increase of $3,776,400 and includes approximately $11.9 million for electric system additions and improvements, $4.03 million for the Douglas County Community Network, and $3.1 million for electrical, transportation  and other equipment.  The total revenue estimate of $36,668,000 is an increase of $2,325,000 from the 2007. The 2008 budget does not anticipate any increase in electric rates. (07-274)

Adopted the 2007-2008 fiscal year Wells Hydroelectric Project budget. At $41,222,939 the total Wells Hydroelectric Project Operating Expense Budget amounts to a $1,261,830 increase from last year’s estimate. The Wells Project Revenue Budget estimate is equal to the Operating Expense Budget as required by contract. The Wells Project Capital Budget totals $1,427,750. Major items include replacement of the Wells Project radio system and replacement of lighting circuit voltage regulators. (07-275)

Approved the Environmental Reviews for the 2008 Distribution System Capital Budget and the 2007-2008 fiscal year Wells Hydroelectric Project Operating, Capital and Extraordinary Expense Budget. (07-276)

Approved the acceptance and final payment for all work performed by Irrigation Technology and Control Inc. under contract 07-10-D, Withrow Well Test Project. All work under the contract has been completed and determined to meet the bid specifications.   (07-277)

Authorized an exchange agreement with Micro Planet.  Micro Planet will exchange old home voltage regulators used in a pilot project for ten new units and meter base adapters that would be useful for remote sites that require voltage regulation. (07-278)

Approved a Line and Load Interconnection System Impact Study Agreement with Bonneville Power Administrations (BPA).  The District desires interconnection with BPA's Columbia Substation as one option for serving anticipated load growth in Douglas County. (07-279)

Approved a call for bids under bid document 07-38-W, Wells Dam 480-V circuit breakers.  The backup power supply for the Wells Hydroelectric Project and the hatchery will be more reliable with the addition of the circuit breakers.  (07-280)
