Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the September 24, 2007 Commission meeting held at the East Wenatchee Headquarters building:
Authorized SEPA review and set public hearings on proposed changes to administrative rules governing docks and piers on the Wells Project reservoir. The hearings will be October 8 at 6:00 p.m. at the District’s Bridgeport office and October 15 shortly after the normal 2:00 p.m. start of the Commission meeting at the District’s East Wenatchee office.
Authorized a change order to a contract with Cascade Cable Constuctors for installation of underground primary cable and conduit. The change increases the maximum amount of the contract by $150,000 to a total of $600,000.
Authorized a change order to a contract with Electrical Power Products, Inc. for Pangborn Substation control and relay panels. The change allows for progress payments rather than a single lump sum payment.
Authorized an interlocal cooperation agreement with Grant County PUD for the transfer of video head-end equipment from Grant to Douglas PUD.
Authorized a call for bids for improvements to the Withrow Water Works.
Reauthorized the District’s policies related to cellular phone use.
Authorized award of a contract to Summit Environmental, Inc. of Post Falls, Idaho for asbestos abatement services in connection with auditorium refurbishment and revisions at the District’s East Wenatchee office.
Authorized a change order to a contract with Toshiba International Corporation for generator rebuild and unit refurbishment at the Wells Hydroelectric Project. The change authorizes construction of a turbine model for design testing at an additional cost of $10,800, bringing the total contract amount to $151,110,800.
Authorized a call for bids for 2008-09 grounds maintenance at the East Wenatchee office and the Wells Hydroelectric Project.
Authorized issue of a request for proposals for power system simulation software to be used for electric system studies and operator training.
Signed a contract with Whitebird Construction, Inc. for East Wenatchee auditorium refurbishment and revisions.
Reviewed several possible additions to the draft 2008 Electric Distribution System capital budget. The additions would speed up installation of transmission system improvements to increase reliability of the Electric Distribution System. The total cost of these changes is $2,750,000. The changes will be included in the budget considered at the budget hearing scheduled for October 1. In addition, previously reviewed increases to the communication system capital budget totaling $1,085,000 have also been added along with the replacement of a bucket truck with an estimated cost of $235,000. These changes will bring the total Electric Distribution System capital budget under consideration to $19,143,000.
The next meeting of the Commission is scheduled for 2:00 p.m. October 1, 2007 at the District’s East Wenatchee Headquarters building.
