Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger and Jim Davis executed the following actions during the July 30, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Opened bid submitted for bid document 07-10-D, Withrow Well Test Project. The only bid was received from Irrigation Technology and Control Inc. of East Wenatchee. The bid will be evaluated prior to a recommendation for contract award.

Opened bid submitted for bid document 07-30-W, Wells Dam 480-V circuit breakers.  The only bid was received from WESCO of Portland. The bid will be evaluated prior to a recommendation for contract award.

Heard a presentation from the Okanagan Nation Alliance.  Deana Machin and Leon Louis expressed the gratitude of the Okanagan Nation and Chiefs for working together to protect one of their most important resources, fish.  Douglas PUD has been working with the Okanagan Nation Alliance since 1989 to meet the District’s sockeye mitigation obligation.

Presented Distribution Engineering Supervisor Roy Miller with his twenty year service award. Commissioner Heminger thanked Roy on behalf of the citizens of Douglas County for his many years of service. Roy said, “Thank you, the first ten years were exciting and the last ten went quick.”

Authorized acceptance of all work performed by  T.J.E. L.L.C. for the first year of a contract to provide Douglas County PUD with traffic control flagging.  All work under the contract has been completed and determined to meet the bid specifications.  Douglas PUD will opt to extend the contract an additional year. Authorized change order No. 2 to contract 07-14-D, construction of Pangborn Substation. Changes include increasing vault size and location and additional conduit.  This change order will increase the not to exceed limit $22,650 bringing the total not to exceed limit to $2,585,674. (07-230)

Awarded  Robinson Brothers Construction, Inc. of Vancouver, WA, contract 07-24-D, Sun Cove communication distribution system installation. Robinson Brothers, with a bid price of $280,000, was the lowest responsive bidder. (07-231)

Approved an agreement for professional services with Bioanalysts, Inc., for the services of Dr. Tracy Hillman as Chairperson of the Wells Habitat Conservation Plan Tributary Committee. This three-year contract is not to exceed $100,000. (07-232)

Authorized a contract with Day Wireless Systems for a two-way radio communication system upgrade for the Wells Hydroelectric Project.  This contract will not exceed $339,836.60. (07-233)

Approved a call for bids under bid document 07-31-W, Headquarters building auditorium revisions.  Replacement of the original HVAC system, ceiling, walls and carpet are the main components of this contract. (07-234)

Authorized a call for bids under bid document 07-32-W, forebay debris boom at Wells Dam.  A forebay debris boom is necessary to control floating logs and other debris at the upstream face of Wells Dam. (07-235)

The next meeting of the Commission is scheduled for 2:00 p.m. August 6, 2007 at the District’s East Wenatchee Headquarters building.
