Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the July 23, 2007 Commission meeting held at the East Wenatchee Headquarters building:
Conducted a public hearing to consider standards under the Public Utility Regulatory Policies Act (PURPA). No one being present with questions regarding the standards and having received no other form of comment, the Commission declared the hearing closed.
The federal Energy Policy Act of 2005 amended the federal Public Utility Regulatory Policy Act. The amended law requires the District to consider new standards for electric service. On July 31, 2006 Douglas PUD initiated investigations related to standards for Time-based Metering and Communications, Net Metering and Interconnection. On May 14, 2007 Douglas PUD initiated investigations related to standards for fuel sources and fossil fuel generation efficiency. Staff recommendations were presented to the Commission on May 29, 2007, and the date for public hearing was set for July 23, 2007. All relevant documents were made available on the District website and in hard copy form in the office. No comments were received and the Commission adopted a revised interconnection policy and determined that the other standards considered under the Public Utility Regulatory Policies Act are not appropriate for Douglas PUD at this time. Authorized acceptance of item two received from Western States Electric under contract 06-01-D, Dutch Henry modular substations. All work for item two under the contract has been completed, inspected and determined to meet the bid specifications. (07-224)
Approved acceptance of materials received from Southern States, LLC. under contract 06-45-D, Pangborn Substation 115kV disconnect switches. All work under the contract has been completed and determined to meet the bid specifications. (07-225)
Authorized acceptance of materials received from FWT, Inc. under contract 06-48-D, Pangborn Substation steel poles for 115kV tap. All work under the contract has been completed and determined to meet the bid specifications. (07-226)
Approved addendum No. 1 to bid document 07-10-D, Withrow Well Test Project. Revisions and clarifications to the bid document were necessary. (07-227)
Awarded Garco Construction, Inc. of Spokane contract 07-29-W, warehouse and fabrication shop for the Wells Hydroelectric Project. Garco with a bid price of $4,048,920 was the lowest responsive bidder. (07-228)
The next meeting of the Commission is scheduled for 2:00 p.m. July 30, 2007 at the District’s East Wenatchee Headquarters building.
