Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the July 2, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Opened bid submitted for bid document 07-23-W, two-way radio communication system upgrade for the Wells Hydroelectric Project. The only bid was received from Day Wireless Systems of Milwaukie, OR. The bid will be evaluated prior to a recommendation for contract award.

Authorized negotiation with Foundry Networks under request for proposals 07-17-D, upgrade network equipment.  New equipment is needed to support the Douglas County Community Network. (07-201)

Approved a call for bids under bid document 07-10-D, Withrow Well Test Project.  This is the next step in the plan to rebuild the Withrow Water System. (07-202)

Authorized change order No. 1 to contract 07-14-D, construction of Pangborn Substation. Changes include substituting concrete road crossings for steel road crossings.  This change order will decrease the not to exceed limit $15,168 bringing the total not to exceed limit to $2,563,024. (07-203)

Awarded HD Supply Utilities of Portland OR and ERMCO of Dyersburg, TN contract 07-25-D, three-phase padmount distribution transformers. HD Supply, with a bid price of $31,563, was the lowest responsive bidder for Pauwels 225 KVA transformers.  ERMCO with a total bid price of $280,467 was the lowest responsive bidder for 500, 750 and 1,000 KVA transformers. Awarded Robert Goebel, General Contractor, Inc. of Spokane contract 07-26-W, Wells Hatchery surface water intake modifications.  Robert Goebel with a bid price of $757,000 was the lowest responsive bidder. (07-205)

Authorized a sole source purchase of an anemometer tower from AAT, Inc.  Necessary for continued wind assessment in the Withrow area, AAT is the only company who manufactures a temporary, tilt-up 80 meter anemometer tower that does not require a crane and concrete foundations. (07-206)

Approved flow management services for the Wells Hydroelectric Project from ASL AQFlow, Inc. In August ASL will perform flow measurement services, data analysis and produce flow test reports for two generating units at a cost not to exceed $22,706. (07-207)

Authorized agreement for professional services with the Confederated Tribes of the Colville Reservation for the Wells Hydroelectric Project.  The Colville Tribes will conduct a Cultural Resources Survey. (07-208)

Approved a call for bids under bid document 07-30-W, Wells Dam 480-V circuit breakers.  The backup power supply for the Wells Hydroelectric Project and the hatchery will be more reliable with the addition of the circuit breakers.  (07-209)

Approved addendum No. 1 to bid document 07-29-W, warehouse and fabrication shop for the Wells Hydroelectric Project.  The pre-bid conference with potential bidders revealed necessary revisions and clarifications to the bid document.  This addendum also extends the bid opening date to July 16, 2007. Authorized issuance of notice to proceed for the second unit generator work under contract 06-41-W with Toshiba International Corporation.  (07-211)

Authorized approval of land use permit 427RR-01.  This permit will allow the City of Pateros to apply for grant money to improve the parking area and add landscaping in the District right-of-way. (07-212)

The next meeting of the Commission is scheduled for 1:30 p.m. July 9, 2007 at the District’s Bridgeport office building.
