Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the June 18, 2007 Commission meeting held at the East Wenatchee Headquarters building:
Opened bids submitted for bid document 07-26-W, Wells Hatchery surface water intake modifications. The apparent low bid was received from Robert Goebel, General Contractor, Inc. of Spokane. The bids will be evaluated prior to a recommendation for contract award.
Conducted a public hearing for proposed pole attachment rate formula and resulting rate. After staff reported on written comments received, the Commission declared the hearing closed. Staff will consider the public comment and bring a recommendation to the Board at a later date.
Authorized acceptance of materials received from Platt Electric, Inc. under contract 06-52-D, 24 count fiber optic cable. Staff has inspected and found all of the delivered materials to be in full compliance with the bid document. (07-190)
Awarded Altec Industries, Inc. of Dixon, CA, contract 07-06-D, 4X4 material handling 55 foot bucket truck. Altec Industries, with a bid price of $232,838, was the lowest responsive bidder. (07-191)
Approved the acceptance of all work performed by North Sky Communications working under contract 06-02-D, fiber splicing crew. All work under the contract has been completed and determined to meet the bid specifications. (07-192)
Approved the acceptance of all work performed by North Sky Communications under the second year of contract 06-02-D, fiber splicing crew. All work under the contract has been completed and determined to meet the bid specifications. (07-193)
Authorized the retirement and disposal of certain District computers and related equipment. Due to environmental concerns, electronic equipment must be disposed of as hazardous waste material. Douglas County Solid Waster Program is planning a joint collection event on June 21, 2007. The cost to the District to properly dispose of these items is $273. (07-194)
Declared miscellaneous items of personal property as surplus to the needs of the District, and authorized the sale of those materials by public auction. The sale, handled by the Northwest Auction Service, is scheduled for Saturday, June 30 at the Chelan County Fairgrounds. (07-195)
Declared Schweitzer Engineering Labs a sole source for protective relays for the Wells Hydroelectric Project. Protective relaying schemes are an integral part of the Wells Project and are extremely important to the District for protecting expensive, critical equipment. Schweitzer will provide consistency with existing equipment at the Wells Project. (07-196)
Approved the operation and maintenance budget for the Wells Hatchery for the 2007-2008 fiscal year for $1,011,094. This is a 5.9 percent increase from last year’s budget. (07-197)
Approved the operation and maintenance budget for the Methow Hatchery for the 2007-2008 fiscal year for $819,018. This is a 14.2 percent increase from last year’s budget.(07-198)
Authorized approval of land use permit Wind-05 for Kean Brothers. This permit will allow continued agricultural operations on District property.(07-199)
Reminded those in attendance the June 25, 2007 Commission Meeting has been canceled.
The next meeting of the Commission is scheduled for 2:00 p.m. July 2, 2007 at the District’s East Wenatchee Headquarters office.
