Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the June 11, 2007 Commission meeting held at the Bridgeport office building:

Opened bids submitted for bid document 07-25-D, three-phase padmount distribution transformers. The apparent low bid was received from ERMCO of Dyersburg, TN. The bids will be evaluated prior to a recommendation for contract award.

Authorized acceptance of all work performed by Hinkels and McCoy, Inc. under the second year of contract 05-10-D, distribution dock crew. All work under the contract has been completed and determined to meet the bid specifications.  (07-175)

Approved acceptance of all work performed by Asplundh Tree Expert Co. under the first year of contract 06-15-D, Distribution tree trimming.  All work under the contract has been completed and determined to meet the bid specifications.  (07-176)

Authorized assignment and novation agreement with Avista Energy and Coral Energy Holdings for the long-term exchange of firm power.  The contracts between the District and Avista will be assumed by Coral.  (07-177)

Endorsed a mission statement for the North American Electric Reliability Corporation (NERC) Reliability Standards Review Committee.  To insure compliance with NERC reliability standards, the Reliability Standards Review Committee was formed. (07-178)

Amended sections 17, 33, 36 and Schedule 3 of the electric Distribution System Customer Service Policies.  The purpose of the revisions is to improve customer service, simplify internal processes and charge appropriate fees and contributions for District services.  (07-179)

Authorized Hunt Technologies AMR as sole source for automated meter reading.  Hunt Technologies equipment will integrate with existing AMR equipment. (07-180)

Approved acceptance of a subdivision power facilities agreement for Hurst Landing Shores. The developer, Thomas Hurst, has paid the contribution in aid of construction and provided a cash deposit in the total amount of $35,890. (07-181)

Authorized acceptance of a subdivision power facilities agreement for Mounter Short Plat. The developer, Brian Parsons, has paid the contribution in aid of construction and provided a cash deposit in the total amount of $8,924. (07-182)

Approved a call for bids under bid document 07-24-D, Sun Cove communication distribution system installation.  (07-183)

Approved the Washington Department of Fish and Wildlife 2007-2008 supplemental budget for the Wells Wildlife Area.  The budget request was for $83,549, which is a three percent increase from last year.    (07-184)

Authorized approval of land use permit 432-01for Wells Tract 432.  This permit will allow a temporary ramp and floating dock on District property. (07-185)

Authorized approval of land use permit 627C-01 for Wells Tract 627.  This permit will allow residential landscaping and a boat dock on District property. (07-186)

Authorized approval of land use permit 725-02 for Wells Tract 725.  This permit will allow a single-use dock on District property. (07-187)

Authorized approval of land use permit 731-02 for Wells Tract 731.  This permit will allow a single-use dock on District property. (07-188)

Approved agreement for Environmental Quality Incentive Program (EQIP) participation, agreement for cultural resource survey and land use permit 1001-01 for Wells Tract 1001.The land use permit will allow continued agricultural operations on District property. (07-189)

The next meeting of the Commission is scheduled for 2:00 p.m. June 18, 2007 at the District’s East Wenatchee Headquarters office.
