Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the April 23, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids submitted for bid document 07-14-D, construction of Pangborn Substation. The apparent low bid was received Henkels and McCoy, Inc. of Portland. The bids will be evaluated prior to a recommendation for contract award.

Opened bids submitted for bid document 07-15-D, communication splicing crew. The apparent low bid was received from Beckstead Electric, Inc. of Wenatchee. The bids will be evaluated prior to a recommendation for contract award.

Approved addendum No. 2 to bid document 07-16-D, Pangborn Substation control and relay panels. The addendum includes a line for the price of each additional wire used over the given wire count.   (07-116)

Awarded Bob Humbert & Son, Inc. of Milton-Freewater, OR, contract 07-08-D, Rock Island Grade to Palisades underground fiber cable installation. Bob Humbert and Son, with a bid price of $348,730.13, was the lowest responsive bidder. (07-117)

Authorized a call for bids under bid document 07-06-D, 4X4 material handling 55 foot bucket truck.  The truck will be used for maintenance of the distribution and transmission electrical system. (07-118)

Approved a call for bids under bid document 07-20-D, transport and placement of communication buildings.  (07-119)

Authorized general manager to announce requirements for professional services for Pangborn Substation commissioning.  The selected firm would provide on-site management in addition to testing all substations equipment, verifying connections and preparing organized and well maintained testing documentation.  (07-120)

Approved contract with NoaNet to provide trusted third party services for Communications Assistance for Law Enforcement Act (CALEA) of 1994. As the trusted third party, NoaNet would interact with law enforcement and provide a technical solution for CALEA compliance. (07-121)

Approved amendment No. 2 to the agreement for professional services with Anchor Environmental, LLC. The amendment increases the not to exceed limit to $163,605.62. (07-122)

Authorized acceptance and final payment to Coast Crane Company for work preformed under contract 06-38-W, mobile hydraulic crane. The total cost of the contract was $715,415 plus sales tax. (07-123)

Approved an agreement with RiverCom for shared use of the upper Badger Mountain radio site.  This revenue-neutral agreement allows co-location of equipment at communication sites. (07-124)

Authorized wind testing lease and option agreements with eight property owners covering a total of 6,207 acres. (07-125-132)

The next meeting of the Commission is scheduled for 2:00 p.m. April 30, 2007 at the District’s East Wenatchee Headquarters building.
