Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the March 5, 2007 Commission meeting held at the East Wenatchee Headquarters building:
Opened bids submitted for bid document 07-07-D, installation of underground primary cable and conduit. The apparent low bid was received from Cascade Cable Constructors, Inc. of Spokane. The bids will be evaluated prior to a recommendation for contract award.
Presented Manager Bill Dobbins with his twenty year service award. “We are proud of your service to the citizens of Douglas County and we appreciate the relationship you have with us and with your staff. Our customer owners tell us they like the way the PUD is run and you share the credit for that,” said Commissioner Heminger. “Thank you. I appreciate the support of the Commissioners for me and the staff. One person can’t make Douglas PUD the great place it is to work, it takes everyone working together,” said Bill.
Authorized acceptance of all work performed by Selland Construction Inc. under contract 06-50-D, 10th Street NE pole protection project. All work under the contract has been completed and determined to meet the bid specifications. (07-65)
Authorized a rate adjustment for the Professional Services Agreement with RH2 Engineering. This agreement allows for the fee schedule to be negotiated annually to reflect any increase in the cost of doing business. (07-66)
Awarded WESCO of Portland, contract 07-02-D, furnish EPR underground primary cable. WESCO, with a bid price of $759,428, was the lowest responsive bidder. (07-67)
Awarded XL Overhead Construction, Inc. of Sumner, WA, contract 07-03-D, Badger Mountain backbone fiber cable installation. XL Overhead, with a bid price of $71,217, was the lowest responsive bidder. (07-68)
Approved a call for bids under bid document 07-04-D, three small one man bucket units with service bodies. The units will be used for maintenance of the District’s distribution electrical and communication systems. The cab and chassis will be purchased from the State Contract. (07-69)
Authorized acceptance of a subdivision power facilities agreement for Peipel Short Plat. The developer, Tim Jensen, has paid the contribution in aid of construction and provided a cash deposit in the total amount of $39,682. (07-70)
Approved a call for bids under bid document 07-13-W, Methow Spring Chinook Hatchery Well No. 5 relocation. Adequate, pathogen-free water supply is vital to hatchery operations. (07-71)
Authorized an agreement for professional services with Hatch Acres Corporation regarding engineering services for the Withrow Wind Project. Hatch Acres will provide specialized engineering services in connection with the permitting, planning and construction of the Withrow Wind Project. The contract will not exceed $1,700,000 and will expire December 31, 2009. (07-72)
Approved an agreement for professional services with Tetra Tech, EC, Inc. for environmental impact statement preparation and permitting services for the Withrow Wind project. The contract will not exceed $355,000 and will expire March 1, 2009. (07-73)
Established the administrative position of Assistant Manager – Customer Service. (07-74)
Established the administrative position of Policy Analyst. (07-75)
