Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the January 29, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Authorized a change in 401(a) plan providers. The new provider will be Cordell, Neher & Company. (07-30)

Approved a new section 457 deferred compensation plan.  Cordell, Neher & Company will be another provider option for employee contributions. (07-31)

Awarded General Pacific, of Portland, OR, contract 06-51-D, single-phase padmount distribution transformers.  After evaluation, General Pacific, with a bid price of
$462,986, was the lowest evaluated bidder.  (07-32)

Awarded Galvanizers, Inc., of West Fargo, ND, contract 06-53-D, Pangborn Substation bus equipment and steel support structures.  Galvanizers, Inc., with a bid price of $112,883, was the lowest responsive bidder.  (07-33)

Awarded Galvanizers, Inc., of West Fargo, ND, contract 06-54-D, Pangborn Substation light poles and 115 kV receiving structures. Galvanizers, Inc., with a bid price of $65,565, was the lowest responsive bidder.  (07-34)

Awarded WESCO of Portland, OR, contract 06-55-D, Pangborn Substation 15kV vacuum circuit breakers. WESCO, with a bid price of $139,287 (ABB Type R-Mag Breaker), was the lowest responsive bidder. (07-35)

Approved the acceptance of all work performed by North Sky Communications working under contract 06-02-D, fiber splicing crew.  All work under the contract has been completed and determined to meet the bid specifications. Douglas PUD will execute the option to extend the contract for an additional one-year period.   (07-36)

Authorized a call for bids under bid document 07-03-D, Badger Mountain backbone fiber cable installation.  Construction of this area will allow the District to maintain fiber optic connections to District equipment at the top of Badger Mountain. (07-37)

Approved an agreement for professional services with DevelopmentNow.  This will allow integration of the Douglas County Community Network website in to the District’s newly formatted website.  The contract will not exceed $75,000 and will expire December 31, 2008. (07-38)

Established the District’s hiring practices policy regarding employment of relatives of employees, employment of close relatives of related entity policy level officers and minimum educational requirements for new employees, and rescinding Resolution No. 93-124.  (07-40)

Authorized acceptance and final payment to Irrigation Technology and Control, under contract 05-21-W, 2005-2006 hatchery well and pump maintenance for the Wells Hydroelectric Project.  All work under the contract has been completed and determined to meet the bid specifications.  (07-41)

Awarded Kuenz America Inc., of Raleigh, NC, contract 06-47-W, intake trash rake for the Wells Hydroelectric Project.  Kuenz, with a bid price of $1,075,640, was the lowest responsive bidder. (07-42)

Approved a letter of agreement for use of VA TECH Hydro’s hydraulic scale model of the Wells Hydroelectric Projects turbine water passages to perform hydraulic model testing in conjunction with bid document 06-41-W.  (07-43)

Approved a letter of agreement for use of Voith Siemens Hdro Power Generation, Inc.’s hydraulic scale model of the Wells hydroelectric Project turbine runner to perform hydraulic model testing in conjunction with bid document 06-41-W. (07-44)

Revoked Breneda Llamas’ land use permit No. 1036-02.  Ms. Llamas has not supplied the District with the necessary liability insurance certificate.  (07-45)

Authorized negotiations for a professional services agreement with Hatch Energy for engineering services necessary for the Withrow Wind Project.  (07-46)

Approved negotiations for a professional services agreement with Tetra Tech, EC, Inc. for environmental impact statement preparation and permitting services for the Withrow Wind project. (07-47)

Authorized an agreement for professional services with Windots, LLC.  Continued services of a consulting meteorologist are needed in the development of a wind project. (07-48)

The next meeting of the Commission is scheduled for 2:00 p.m. February 5, 2007 at the District’s East Wenatchee Headquarters building.
