Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the January 22, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids submitted for bid document 06-51-D, single-phase padmount distribution transformers. The apparent low bid was received from HD Supply of Portland, OR. The bids will be evaluated prior to a recommendation for contract award.

Opened bids submitted for bid document 06-53-D, Pangborn Substation bus equipment and steel support structures. The apparent low bid was received from Galvanizers, Inc. of West Fargo, ND. The bids will be evaluated prior to a recommendation for contract award.

Opened bids submitted for bid document 06-54-D, Pangborn Substation light poles and 115 kV receiving structures.  The apparent low bid was received from Galvanizers, Inc. of West Fargo, ND. The bids will be evaluated prior to a recommendation for contract award.

Opened bids submitted for bid document 06-55-D, Pangborn Substation 15kV vacuum circuit breakers. The apparent low bid was received from Square D (c/o Hees Enterprises) of Astoria, OR. The bids will be evaluated prior to a recommendation for contract award.

Heard a report on bids opened January 16, 2007.  Those bids included:

Bids submitted for bid document 06-47-W, intake trash rake for the Wells Hydroelectric Project. The apparent low bid was received from Kuenz America Inc. of Raleigh, NC.

Bids submitted for bid document 06-48-D, Pangborn Substation steel poles for 115kV tap. The apparent low bid was received from FWT of Fort Worth, TX.

Bid submitted for bid document 06-52-D, 24 count fiber optic cable. The only bid received was from Platt of Portland, OR.

Awarded FWT of Fort Worth, TX, contract 06-48-D, Pangborn Substation steel poles for 115kV tap.  FWT, with a bid price of $109,988, was the lowest responsive bidder.  (07-23)

Awarded Platt of Portland, OR, contract 06-52-D, 24 count fiber optic cable.  Platt, with a bid price of $195,000, was the only responsive bidder.  (07-24)

Authorized execution of agreement with Bonneville Power Administration (BPA) to replace relays at its Valhalla Substation.  In order to increase reliability at the new Pangborn Substation, the relays need to be replaced.   (07-25)

Rescinded resolution 85-32.  This resolution clears up an unresolved land transaction.  (07-26)

Approved an agreement for professional services with Van Ness Feldman, Attorneys at Law.  The contract not to exceed limit is $50,000 with termination date of December 31, 2009.  (07-27)

Authorized the WECC non-statutory budget for year 2007 and approving an increase to the statutory budget for year 2007.  The District’s portion of the non-statutory budget is $15,339.  There was a revision in the statutory budget increasing our portion by $20 for a total of $21,784. (07-28)

Approved land use permit 374RR-01. This permit will allow access, parking and landscaping on District property.  (07-29)

The next meeting of the Commission is scheduled for 2:00 p.m. January 29, 2007 at the District’s East Wenatchee Headquarters building.
