Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Lynn Heminger, Ron Skagen and Jim Davis executed the following actions during the January 15, 2007 Commission meeting held at the East Wenatchee Headquarters building:

Approved addendum No. 2 to bid document 06-41-W, generator rebuild for unit refurbishment for the Wells Hydroelectric Project.  The pre-bid conference with potential bidders revealed necessary revisions and clarifications to the bid document.   (07-14)

Authorized land use license with State of Washington Department of Natural Resources.  The license enables the District to study wind functions on the site, conduct flora and fauna surveys, evaluate soil and geotechnical conditions, as was as permitting the property for wind power development.  (07-15)

Approved addendum No. 1 to bid document 06-55-D for 15 kV vacuum circuit breakers. This addendum changes the finish to ANSI gray paint or powder-coated. (07-16)

Authorized a call for bids under bid document 07-01-D, furnish 144 count fiber optic transmission cable.  To meet 2007 construction goals for the Douglas County Community Network, the District needs to purchase 120,000 feet of 144 count fiber optic transmission cable.  (07-17)

Approved a call for bids under bid document 07-02-D, furnish EPR underground primary cable. After evaluating methods to rebuild the existing overhead lines in the Waterville Plateau area or replacing them with underground lines using plowing installation techniques, it was decided that when possible overhead lines should be replaced with plowed underground primary cable to avoid problems that occur when frost accumulates on overhead lines. Approved the renewal of professional services agreement with APS Healthcare Northwest, Inc.  For several years Douglas PUD has offered the service of an Employee Assistance Program to all employees and their immediate families.  The cost to Douglas PUD is $3.43 per employee per month. (07-19)

Authorized agreement for professional services with the Confederated Tribes of the Colville Reservation for the Wells Hydroelectric Project. The Colville Tribes will conduct the Traditional Cultural Properties studies. (07-20)

Approved execution of contract with EDAW Inc. for recreation planning services for the Wells Hydroelectric Project Recreation Action Plan.  (07-21)

Authorized task order No. 1 services for 2007 for the master consulting services agreement with MWH Americas, Inc. with regard to the Wells Hydroelectric Project. This will increase the not to exceed limit by $120,000 to allow compensation for project management services for the 2007 calendar year.  (07-22)

The next meeting of the Commission is scheduled for 2:00 p.m. January 22, 2007 at the District’s East Wenatchee Headquarters building.
