Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the December 19, 2006 Commission meeting held at the East Wenatchee Headquarters building:

Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2007 is $22.00 per lot.

Approved a change in the District’s travel reimbursement policy to reflect changes in the Internal Revenue Service approved mileage rate for 2007.  (06-284)

Authorized a call for bids under bid document 06-54-D, Pangborn Substation light poles and 115 kV receiving structures.  (06-285)

Approved a call for bids under bid document 06-53-D, Pangborn Substation bus equipment and steel support structures. (06-286)

Authorized a call for bids under bid document 06-55-D, Pangborn Substation 15kV vacuum circuit breakers. (06-287)

Approved a call for bids under bid document 06-48-D, Pangborn Substation steel poles for 115kV tap. (06-288)

Authorized a call for bids under bid document 06-52-D, 24 count fiber optic cable. To meet 2007 construction goals for the Douglas County Community Network, the District needs to purchase 300,000 feet of 24 count fiber optic cable.  (06-289)

Approved the funding request of North Central Educational Service District (NCESD) in the amount of $42,729 for the 2006-2007 school year.  In effect since 1988, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten through eighth grade student in Douglas County.  Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources.  (06-290)

Approved a weatherization agreement with the Chelan-Douglas Community Action Council.  Douglas PUD has participated in the Washington State Department of Community Development’s Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988.  Douglas PUD will contribute $40,000 for 2007. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (06-291)

Authorized a Professional Services Agreement with Badger Mountain Productions.  Douglas PUD has a need to document District activities on an ongoing basis.  Badger Mountain Productions has been providing video documentation for several years and has a good knowledge of District operations.  This contract shall not exceed $130,000. Approved purchase of certain real property associated with Wells Tract 88 from Elmo and Patricia Cook. The acquisition of this property is necessary for the operation and maintenance of the Wells Hydroelectric Project. (06-293)

Authorized a change order to contract 06-36-W, Wells Dam entrance sign, with Hale and Long. The changes involve additional travel and wire guards on lights.  This change increases the not to exceed amount $858 for a total cost of $111,058. (06-294)

Approved a change order to contract 05-21-W, 2005-2006 hatchery well and pump maintenance.  This changes the contract to allow charges up to the not to exceed limit of $400,000 as stated in the bid document.  (06-295)

Authorized negotiation of agreement for professional services with EDAW Inc. for recreation planning services for the Wells Hydroelectric Project recreation action plan update. (06-296)

Approved an amendment to the agreement for professional services with EES consulting.  Due to the high volume of water from April to September, the District had the opportunity to conduct more total dissolved gas tests resulting in an increase of costs and reporting time.  This change will increase the not to exceed amount $15,000 for a total cost of $282,000 and extend the contract three months. Approved an addendum to bid document 06-47-W, intake trash rake for the Wells Hydroelectric Project.  This addendum will extend the bid opening date from January 8, 2007 to January 16, 2007, to give the potential bidders adequate time to prepare their bid.  (06-298)

Awarded contract 06-42-W, 2007-2008 hatchery well and pump maintenance to Irrigation Technology and Control, Inc of East Wenatchee. Irrigation Technology and Control, with a bid price of $216,243, was the only responsive bidder.  (06-299)

Approved the Washington Department of Fish and Wildlife budget for the Methow and Wells Hatchery complex evaluation program for $740,963. This is a 10 percent increase from last year’s budget. (06-300)

Commended Commissioner Michael Doneen for loyal and dedicated service to the Public Utility District No. 1 of Douglas County, Washington.  Commissioner Doneen’s loyalty and dedication have caused the District to enjoy a high degree of success and the respect of its customer owners and the utility industry.  “It has been a wonderful team effort.  It was great working with the other Commissioners, managers and staff over my 42 years.  I have learned a lot and I’m going to miss you all.  Thank you for your kindness,” responded Commissioner Doneen. The next meeting of the Commission is scheduled for 2:00 p.m. Tuesday, January 2, 2007 at the District’s East Wenatchee Headquarters building.
