Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the June 26, 2006 Commission meeting held at the East Wenatchee Headquarters building:

No bids were submitted for bid document 06-28-D, furnish rebuilt 2500 KVA distribution pad-mounted transformer.

Opened bids submitted for bid document 06-32-D, furnish new 2500 KVA distribution pad-mounted transformer. Four bids were received. The apparent low bidder is WESCO of Portland with a bid of $138,096. The District’s estimate was $228,000. All bids will be evaluated prior to award recommendation.

Opened bids submitted for bid document 06-29-D, Dutch Henry initial phase construction. Two bids were received. The apparent low bidder is G.G. Richardson, Inc. of Wenatchee with a bid of $343,542. The District’s estimate was $400,028. All bids will be evaluated prior to award recommendation.

Approved acceptance of a subdivision power facilities agreement for Canyon Hills Subdivision, Phase 7. The developer, Prime Properties, LLC, has paid the contribution in aid of construction and provided a bond in the total amount of $147,018. (06-160)

Approved an execution of an interlocal cooperative agreement with the City of East Wenatchee. Due to a City of East Wenatchee road project, utilities will need to be relocated. This agreement will coordinate utility work in the City of East Wenatchee’s road project bid package. (06-161)

Authorized a change order to contract 06-13-W, with Jenco Building Services to provide joint seal repairs for the Wells Hydroelectric Project. The change will include an additional 40 linear feet of caulking. The cost of the change is $313.20, raising the total project cost to $23,303.20. (06-162)

Rejected bids received under bid document 06-27-W, Wells Dam entrance sign. The bids exceeded the engineer’s estimate by more than the amount allowable under state law. Authorized a call for bids under bid document 06-36-W, Wells Dam entrance sign. The current sign is worn and in a state of disrepair. (06-163)

Authorized an addendum to bid document 06-33-W, tailrace and forebay debris removal for the Wells Hydroelectric Project. The pre-bid conference with potential bidders revealed necessary revisions to the work schedule. (06-164)

Approved initiation of permitting process for Douglas County Wind Project. This resolution will start the process of obtaining a conditional use permit from Douglas County. (06-165)

Authorized an agreement with James Tupling regarding Wells Tract 1029. This agreement will allow Mr. Tupling to participate in the Conservation Reserve Enhancement Program in return for ceasing agricultural operations on a portion of Tract 1029 most affected by the high water table. (06-166)

Approved flow management services for the Wells Hydroelectric Project from ASL AQFlow, Inc. Over a two week period, ASL will perform flow measurement services, data analysis and produce flow test reports for two generating units at a cost not to exceed $31,105. (06-167)

Awarded G.G. Richardson, Inc. of Wenatchee, contract 06-29-D, Dutch Henry initial phase construction. G.G. Richardson, with a bid price of $343,542, was the lowest responsive bidder. (06-168)

Approved the operation and maintenance budget for the Methow Hatchery for the 2006-2007 fiscal year for $717,174. This is a 2.3 percent increase from last year’s budget. (06-169)

Authorized the form and approved the distribution of a preliminary official statement in connection with the issuance of the District’s Wells Hydroelectric System revenue refunding bonds, series 2006A. (06-170)
