Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the June 5, 2006 Commission meeting held at the East Wenatchee Headquarters building:

Approved a call for bids under bid document 06-28-D, furnish rebuilt 2500 KVA distribution pad-mounted transformer. (06-133)

Approved a call for bids under bid document 06-32-D, furnish new 2500 KVA distribution pad-mounted transformer. (06-134)

Rejected bids received under bid document 06-24-D, Dutch Henry initial phase construction. The bids exceeded the engineer’s estimate by more than the amount allowable under state law. Authorized a call for bids under bid document 06-29-D, Dutch Henry initial phase construction. This substation will enhance the reliability of power for customers from Withrow to the top of Badger Mountain. (06-135)

Authorized acceptance of 144 count fiber optic cable materials received from Draka Comteq under bid document 06-08-D. Staff has inspected and found all of the delivered cable to be in full compliance with the bid document. (06-136)

Set the pole attachment rate for 2005 and 2006 and adopted a pole attachment rate formula. (06-137)

Approved assignment of Millennium Digital Media Systems, LLC pole attachment license agreement to Wave Broadband. (06-138)

Adopted the standard for interconnection of electric generators, not more than 25 KW. (06-139)

Authorized the retirement and disposal of certain District computers and related equipment. Douglas PUD has two PCs, one monitor and seven printers that are either not working or obsolete. Due to environmental concerns, electronic equipment must be disposed of as hazardous waste material. Douglas County Solid Waster Program is planning a joint collection event on June 22. The cost to the District to properly dispose of these items is $207. (06-140)

Approved the acceptance and final payment to Chandler Business Interiors working under contract 05-31-W, to provide Douglas PUD with office furnishings for the East Wenatchee Headquarters facility. All work under the contract has been completed, inspected and determined to meet the bid specifications. (06-141)

Approved the acceptance and final payment to Hale and Long, General Contractors working under contract 05-33-W, Environmental and Regulatory Services department interior revisions. All work under the contract has been completed, inspected and determined to meet the bid specifications. (06-142)

Awarded Hughes Supply, Inc of Portland, contract 06-22-W, Wells Dam 1,000, 2,000 and 3,750 kVA 14.4 kV / 480V Distribution and small power transformers. (06-143)

Awarded Horeco Inc. of Redmond, WA, contract 06-26-W, hatchery chiller modifications at Wells Dam, Azwell, Washington. Horeco, with a bid price of $68,644, was the lowest responsive bidder. (06-144)

Approved an addendum to Mr. Reyes Herrera’s land use permit 01D. A ten acre parcel of land near Rock Island is kept clean and maintained by Herrera and in return he is allowed to continue to harvest the two acres of apricots on the land. The amendment allows for automatic renewal of the permit until either party chooses to terminate the agreement. (06-145)
