Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the February 6, 2006 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids submitted for Bid Document 06-08-D, 144 count fiber optic cable. Three bids were received. The apparent low bidder is Draka Comteq of Claremount, NC, with a bid of $76,128. The District’s estimate was $89,700. All bids will be evaluated prior to award recommendation.

Approved a call for bids under bid document 06-03-D, 2006 14 yard dump truck. Douglas PUD has need for a dump truck for construction and maintenance of its electrical distribution and communication systems. (06-39)

Authorized a call for bids under bid document 06-06-D, to furnish a 4X4 loader backhoe and 20 ton tilt trailer. The loader backhoe will be for construction and maintenance of its electrical distribution and communication systems. (06-40)

Approved a call for bids under bid document 06-09-D, EPR underground primary cable. After evaluating methods to rebuild the existing overhead lines in the Waterville Plateau area or replacing them with underground lines using plowing installation techniques, it was decided that when possible overhead lines should be replaced with plowed underground primary cable to avoid problems that occur when frost accumulates on overhead lines. Established a hearing for proposed pole attachment rate formula and resulting rate. The Public Hearing date is set for February 27, 2006 at 2:00 p.m. in the East Wenatchee Headquarters. Anyone wishing to comment on the rate formula and resulting rate may do so in writing prior to that time or by attending the hearing in person. (06-42)

Awarded Stirrett-Johnson, Inc. of Silverdale, WA contract 06-04-W, Headquarters chiller replacement. Stirrett-Johnson, with a bid price of $215,300 including alternate one, was the lowest responsive bidder. (06-43)

Approved an amendment to the agreement for professional services with Anchor Environmental, LLC regarding Dr. Mike Schiewe as Chairperson of the Wells Habitat Conservation Plan Coordinating and Hatchery Committees. The amendment modifies the fee schedule and increases the not to exceed limit to $140,000. (06-44)

Authorized an addendum to bid document 06-07-W 2006-2007 Grounds Maintenance. The addendum changes the requirement to allow contractors to bid on either bidding schedule to be a qualified bidder. (06-45)

Rejected the bid received under bid document 06-05-W 2006-2007 heavy equipment services for the Wells Hydroelectric Project. The bid exceeded the engineer’s estimate by more than the amount allowable under state law. Authorized a call for bids under bid document 06-10-W 2006-2007 heavy equipment services for the Wells Hydroelectric Project. Scheduled and unscheduled heavy equipment services need to be performed in a timely manner and in compliance with the Revised Code of the State of Washington. Therefore, a qualified contractor should be available to provide services as needed. (06-46)

Authorized funding the 2006 Pikeminnow Removal Program for the Wells Hydroelectric Project with Columbia Research of Chelan. This program removed 23,000 pikeminnow from the Wells Project area in 2005. The contract is not to exceed $125,000 for the 2006 pikeminnow removal program. (06-47)

Approved an agreement with Biomark, Inc., a sole source, for the operation and maintenance of the adult PIT-tag system for the Wells Hydroelectric Project. Biomark will provide consistency with existing infrastructure and studies because they are the only company with a working knowledge of the adult and juvenile Pit-tag interrogation system at the Wells Project. This contract is not to exceed $40,000. (06-48)

Authorized notice to Public Utility District No. 1 of Chelan County of election to extend term of power sales contract dated April 6, 1976 for the sale and purchase of output of the Rocky Reach Project. (06-49)

Rescheduled the February 20, 2006 Commission Meeting to Tuesday, February 21, 2006 due to the Presidents’ Day Holiday. It will be held at 2:00 p.m. in the East Wenatchee Headquarters Building.
