Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the January 30, 2006 Commission meeting held at the East Wenatchee Headquarters building:

Opened one bid submitted for Bid Document 06-05-W, 2006-2007 heavy equipment services for the Wells Hydroelectric Project. There was one potential bidder but the submission exceeded the engineer’s estimate by more than 15%.

Amended the District Land Use Policy with regard to docks and piers. This change defines what constitutes a boat dock or pier in order to standardize boat dock permit requirements. (06-33)

Awarded Western States Electric of Portland contract 06-01-D, Dutch Henry modular substations. Western States Electric, with a bid price of $621,555 for option two, was the lowest responsive bidder. (06-34)

Authorized a change order to contract 05-07W with National Electric Coil to rebuild Generator Unit No. 1 for the Wells Hydroelectric Project. The change will include work required to recenter the existing generator frame and restore the frame to within dimensional tolerance for roundness and verticality. The cost of the change is $193,352, raising the total project cost to $5,376,761, and will extend the term of the contract 23 days. (06-35)

Approved acceptance and final payment to Don Wright’s Lawn Service under contract 04-09-W, 2004-2005 grounds maintenance services. All work has been completed and determined to meet the contract specifications. (06-36)

Authorized Douglas PUD’s participation in certain line items for the Public Generating Pool budget for 2006. Douglas PUD shares the cost of the 2006 budget for consulting and other general expenses. (06-37)

Approved an agreement for professional services with Natoma Technologies, Inc. The scope of services under this agreement includes hosting, modifications, enhancements, file copying and on-call support related to the Wells Hydroelectric Project Relicensing Document Management Tool at a cost not to exceed $22,000.
