Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the January 3, 2006 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids submitted for Bid Document 06-02-D, fiber splicing crew. Two bids were received. The apparent low bidder is North Sky Communications, Inc of Vancouver, with a bid of $79,000. The District’s estimate was $99,100. All bids will be evaluated prior to award recommendation.

Presented Commissioner Lynn Heminger with his fifteen year service award. Commissioner Doneen recognized the milestone achievement and thanked Lynn for his great service to the residents of Douglas County. Lynn said, “It has been interesting and I have enjoyed it.”

Approved a weatherization agreement with the Chelan-Douglas Community Action Council. Douglas PUD has participated in the Washington State Department of Community Development’s Energy Matchmaker Low Income Weatherization Program through the Chelan-Douglas Community Action Council since 1988. Douglas PUD will contribute $40,000 for 2006. The program utilizes matching funds to weatherize houses for low-income residents of Douglas County. (06-01)

Authorized the assignment of a portion of Energy Northwest’s share of Nine Canyon Wind Project to Franklin County PUD. (06-02)

Authorized an Agreement for Professional Services with Jon Vognild. Mr. Vognild has a talent for scenic photography and will take pictures through out Douglas County for District use. This contract shall not to exceed $5,400 for 2006. (06-03)

Authorized the Mid-Columbia Hourly Coordination 2006 Budget. Grant PUD, acting as Hourly Coordination Central, provides services for the coordination of power generation for the Mid-Columbia PUDs. (06-04)

Approved use of Voluntary Employees’ Beneficiary Association Medical Savings Account for non-union employees. This allows the deposit of a percentage of the employee’s accrued personal leave at retirement into the VEBA MSA. (06-05)

Authorized the renewal of employment of Frank Frisk to provide legislative information services for the year 2006. Frisk, a Washington, DC attorney, has been monitoring legislative matters on behalf of Douglas PUD since 1981. (06-07)

Approved an agreement for professional services with Eureka Software, Inc. for the maintenance and modifications to the public relicensing website. The cost of this contract is not to exceed $30,000. (06-08)

Authorized an agreement for professional services with GeoEngineers with regard to relicensing the Wells Hydroelectric Project. The scope of services under this agreement includes providing on-call Geographic Information System (GIS) mapping support, geologic and geotechnical services for relicensing studies and license application documents at a cost not to exceed $80,000. (06-09)

Approved the Washington Department of Fish and Wildlife budget for the Methow and Wells Hatchery complex evaluation program for $670,634. This is a three percent increase from last year’s budget. (06-10)

Authorized a request for qualifications regarding the development and implementation of a total dissolved gas dynamics study at the Wells Hydroelectric Project. (06-11)

Approved a land use permit for Starr Ranch Growers, RR-01’. This permit will allow current commercial use including access roads, equipment storage and a vehicle crossing to continue on District land. (06-12)

Authorized a call for bids under bid document 06-05-W 2006-2007 heavy equipment services for the Wells Hydroelectric Project. Scheduled and unscheduled heavy equipment services need to be performed in a timely manner and in compliance with the Revised Code of the State of Washington. Therefore, a qualified contractor should be available to provide services as needed. (06-13)
