Douglas County PUD Commissioners Mike Doneen, Jim Davis and Lynn Heminger executed the following actions during the December 19, 2005 Commission meeting held at the East Wenatchee Headquarters building:
Conducted a public hearing for questions regarding Local Utility District No. 1 of Douglas County for the Rio Vista Street Assessment Roll. No one being present with questions regarding the assessment and having received no other form of comment, the Commission declared the hearing closed. The Assessment Roll for 2005 is $21.00 per lot.
Approved a change order for the contract with Integrated Mogle Excavation, LLC to provide Douglas PUD with Bauer’s Landing conduit system installation. This resolution will allow the District to make progress payments rather than a single lump-sum payment.(05-281)
Authorized a change order for the contract with Wells and Wade Mechanical to provide Douglas PUD with HVAC modification and retrofit to Units 2-4 for the Wells Hydroelectric Project. The change includes adding insulated spiral ducting and replacing grills. The cost of the change is $2,064, raising the total project cost from $287,830 to $289,894. (05-282)
Authorized an addendum to the bid document to provide Douglas PUD with replacement of surface water intake systems at the Wells Hatchery. The pre-bid conference with potential bidders revealed necessary revisions and clarifications to the bid document. (05-283)
Approved a land use permit for Eastbay Homeowners Association. Residential landscaping and two joint docks will be allowed on District land with this permit. (05-284)
Authorized a call for bids to provide Douglas PUD with Environmental and Regulatory Services department interior revisions. Revisions to the ceiling, lighting, heating, ventilation and air conditioning systems are necessary in conjunction with the proposed new partitions. (05-285)
Authorized a call for bids to provide Douglas PUD with a Headquarters chiller replacement. The cooling system for the District’s headquarters building in East Wenatchee failed in the spring. The building was cooled over the summer with assistance of a truck-mounted rental chiller. The purpose of this bid document is to provide the District with a permanent replacement chiller. (05-286)
Approved the funding request of North Central Educational Service District (NCESD) in the amount of $42,729 for the 2005-2006 school year. In effect since 1988, agreements between Douglas PUD and NCESD have been established to provide educational curriculum for every kindergarten, first, second, third, fourth and seventh grade student in Douglas County. Classes pertain to electrical generation, electric distribution, conservation, safety and wise use of water resources. (05-287)
Authorized a Professional Services Agreement with Badger Mountain Productions. Douglas PUD has a need to document District activities on an ongoing basis. Badger Mountain Productions has been providing video documentation for several years and has a good knowledge of District operations. This contract shall not exceed $130,000. (05-288)
Renewed the legal services agreement with the Law Firm of Jeffers, Danielson, Sonn and Aylward, P.S. This renewal extends the agreement until December 31, 2006. (05-289)
Authorized an OpenInsight software upgrade. (05-290)
Approved a change in the District’s travel reimbursement policy to reflect changes in the Internal Revenue Service approved mileage rate for 2006. (05-291)
Canceled the regular meeting scheduled for December 26, 2005.
Rescheduled the January 2, 2006 Commission Meeting to Tuesday, January 3, 2006 due to the New Year’s Day holiday. It will be held at 2:00 p.m. in the East Wenatchee Headquarters Building.
