Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen and Lynn Heminger executed the following actions during the August 29, 2005 Commission meeting held at the East Wenatchee Headquarters building:

Presented Assistant Purchasing Agent Marliss Jones with her thirty-five year service award. Commissioner Doneen recognized the milestone achievement and thanked Marliss for her dedication to the PUD and for her positive attitude all these years. Marliss said, “It is not hard to stay when you work with great people for a great company.”

Rejected all bids to provide Douglas PUD with miscellaneous conduit, vaults, electrical, plumbing and concrete work. During bid analysis, language giving inconsistent guidance to bidders was discovered in the bid document. (05-206)

Authorized termination of the contract with Prince Telecom to provide customer connection installation on the Shared Access Ethernet Fiber Pilot Project. The termination was requested by the contractor according to the terms of the contract. (05-207)

Modified the interlocal cooperative agreement with Eastmont School District to add Canyon View Group Home and remove six other VLAN connections. With the School District’s recent purchase of equipment, they will need fewer VLAN connections. (05-208)

Authorized purchase of remote meter reading modules from Hunt Technologies, Inc. The District has been reading most rural electric meters using Turtle Remote Meter Readers from Hunt Technologies. As the District expands the number of meters read by this method, it is beneficial to use the same type of equipment. (05-209)

Affirmed a settlement and authorized acceptance and final payment under the contract with PH Morris Material Handling to provide Douglas PUD with gantry crane refurbishment at the Wells Hydroelectric Project. All work has been completed and determined to meet the contract specifications. (05-210)

Previewed the preliminary budgets for both the Distribution System and the Wells Project. Purchased power for the Distribution System Operating Budget for 2006 is estimated at $18,825,900, down approximately $4 million from the 2005 estimate. Administration and general expenses are down approximately $75,000 from last year’s estimate and taxes are estimated to increase by approximately $78,000. The Distribution System Capital Budget of $7,941,000 for 2006 is an increase of approximately $731,000 and includes approximately $4.6 million for electric system additions and improvements, $1.6 million for the Douglas County Community Network, and $1.8 million for vehicles, structures and equipment. The total revenue estimate of $30,064,602 is a decrease of $4,725,398 from the 2005 budget. The 2006 budget does not anticipate any increase in electric rates.

At $38,699,295 the total Wells Hydroelectric Project Operation Budget amounts to a $5,062,938 increase from last year’s estimate. The increase is primarily attributable to increased debt service related to rewinding the Wells Project generators. The Wells Project Revenue Budget estimate is equal to the Operation Budget as required by contract. The Wells Project Capital Budget totals $1,591,260. Major items include replacement of the Wells Project radio system, lighting circuit voltage regulators, replacement of the purchasing, accounts payable, inventory and general ledger system and improvements to HVAC system.

October 3, 2005 was established as the final hearing date for both budgets. The hearing will be conducted at 2:00 p.m. at the East Wenatchee Headquarters.

Reminded those in attendance that the September 5, 2005 Commission Meeting has been rescheduled to Tuesday, September 6, 2005 due to the Labor Day Holiday. It will be held at 2:00 p.m. in the East Wenatchee Headquarters Building.
