Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen and Jim Davis executed the following actions during the August 15, 2005 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide Douglas PUD with Shared Access Ethernet Fiber Underground Pilot Project Construction. There were four bids received for the contract with bid prices ranging from $54,946 to $168,541. The apparent low bid was received from Underground Specialties of Mill Creek, Washington. The District’s estimate was $98,000. All bids will be evaluated prior to award recommendation.

Approved the acceptance of materials received from Western States Electric, of Portland, working under contract to provide Douglas PUD with 336 ACSR conductor for the O’Malley 34.5 KV Project phase two. All materials under the contract have been received and meet the bid specifications. (05-194)

Authorized the Manager to announce requirements for electrical engineering services for the District’s Electrical Distribution System. (05-195)

Approved amendments to the articles of incorporation and bylaws of Northwest Open Access Network and authorized execution of a consent agreement. (05-196)

Authorized amendment to the Public Utility District No. 1 of Douglas County 401(a) deferred compensation plan. This amendment incorporates the changes made to the formula used to calculate the amount of the District’s match in the Collective Bargaining Agreement. (05-197)

Approved execution of a wire transfer authorization from the Washington Trust Bank. (05-198)

Approved the acceptance and final payment for all work performed by McConnell Construction to install a pier, ramp and floats at Columbia Cove Park in Brewster for Douglas PUD. All work has been completed and determined to meet the contract specifications. (05-199)

Approved a change order for the contract with National Electric Coil to rebuild Generator Unit No. 1 for the Wells Hydroelectric Project. The changes include an independent engineering analysis of the stator core and small corrections to specifications. The cost of the changes is $27,000, raising the total project cost from $4,919,109 to $4,946,109. (05-200)

Authorized negotiation of an agreement for construction engineering services with regard to generator rebuilds at the Wells Hydroelectric Project.(05-201)

Rejected the bid to provide a communication system upgrade at the Wells Hydroelectric Project. The bid received for the contract exceeded the engineer’s estimate by more than the amount allowable under state law. (05-202)
