Douglas County PUD Commissioners Jim Davis and Lynn Heminger executed the following actions during the August 1, 2005 Commission meeting held at the East Wenatchee Headquarters building:
Opened bids to provide a communication system upgrade at the Wells Hydroelectric Project. One bid was received for the contract from Day Wireless Systems of Omak with a bid price of $262,031. The District’s estimate was $190,000. The bid will be evaluated prior to award recommendation.
Opened bids to provide Douglas PUD with a communications dock crew. There were three bids received for the contract with bid prices ranging from $212,856 to $217,512. The apparent low bid was received from Dial One Telecom Inc. of Stanwood, Washington. The District’s estimate was $142,600. All bids will be evaluated prior to award recommendation.
Opened bids to provide Douglas PUD with miscellaneous conduit, vaults, electrical and concrete work. There were two bids received for the contract with bid prices at $448,435.50 and $454,310.50. The apparent low bid was received from McCandlish Electric, Inc. of Wenatchee. The District’s estimate was $457,722. All bids will be evaluated prior to award recommendation.
Approved acceptance of a subdivision power facilities agreement for Peach Haven Estates, Inc., Division One. The developer, Steve Shank, has paid the Contribution in Aid of Construction and provided a cash deposit in the total amount of $44,494. (05-178)
Rejected the bid to provide Douglas PUD with a Headquarters chiller replacement. The bid received for the contract exceeded the engineer’s estimate by more than the amount allowable under state law. (05-179)
Authorized execution of an agreement for architectural services with The DOH Associates, P.S. The District has a need for professional architectural services for planning and design of various projects. (05-180)
Approved an amendment to the agreement for professional services with Central Washington University. This resolution adds a student rate schedule to the contract. (05-181)
Awarded United Sales Associates of Lake Oswego, Oregon a contract to provide station battery bank replacement at the Wells Hydroelectric Project. United Sales Associates, with a bid price of $131,977.84, was the lowest responsive bidder. (05-182)
The District has a need for a weir in the Chewuch River to trap Spring Chinook salmon broodstock for the Methow Hatchery Complex. The chosen weir location has four underlying property owners which the District has been working with to obtain approval for installation of the weir. The following four resolutions are the agreements with these property owners.
Authorized Chewuch fish weir use permit with the Washington Department of Fish and Wildlife. (05-183)
Approved Chewuch fish weir lease agreement with Kelley Research Trust I. (05-184)
Authorized Chewuch fish weir lease agreement with Richard Gray and Sabine Wilke. (05-185)
Approved a license for entry and use with Windhaven LLC with regard to the Chewuch fish weir. (05-186)
Awarded Irrigation Technology Inc. of East Wenatchee a contract to provide Douglas PUD with hatchery well and pump maintenance for the Wells Hydroelectric Project. Irrigation Technology Inc., with a bid price of $219,235, was the only responsive bidder. (05-187)
