Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen, Jim Davis, and Lynn Heminger executed the following actions during the July 11, 2005 Commission meeting held at the Bridgeport office building:

Rejected all bids to provide Douglas PUD with miscellaneous conduit, vaults, electrical, plumbing and concrete work. After examination of bids, language which may unintentionally mislead bidders was discovered in the bid document. Authorized a call for bids to provide Douglas PUD with miscellaneous conduit, vaults, electrical, plumbing and concrete work. (05-158)

Rejected all bids to provide Douglas PUD with a communications dock crew. The bids received for the contract exceeded the engineer’s estimate by more than the amount allowable under state law. Approved a call for bids to provide Douglas PUD with a communications dock crew to assist District crews with communications projects. (05-159)

Authorized green certificate purchase and sale agreement between Public Utility District No. 1 of Douglas County and Energy Northwest. Energy Northwest has agreed to pay $8,478.81 for 3,039 non-power attributes. (05-160)

Established the District’s position on the size recommendation of the Washington Public Utility Districts Association (WPUDA) Building Development Committee. The District supports the building size recommendation of the WPUDA Building Development Committee. (05-161)

Authorized an addendum to the bid document to provide a communication system upgrade at the Wells Hydroelectric Project. The pre-bid conference with potential bidders revealed additional time was needed for preparation of accurate and competitive bids. The addendum will postpone the bid opening to August 1, 2005. Declared Siemens, Inc. the sole source for remote terminal units to be used in the Wells system substations. Siemens products offer complete feature and protocol support and compatibility with the existing systems and devices, which is critical to the District’s operations. (05-163)

Approved flow management services for the Wells Hydroelectric Project from ASL AQFlow, Inc. Over a two week period, ASL will perform flow measurement services, data analysis and produce flow test reports for two generating units at a cost not to exceed $31,203. (05-164)

Called a special meeting of the board to approve the sale of Wells Project Revenue Bonds and award the contract to rebuild Generator Unit No. 1 for the Wells Hydroelectric Project. The meeting will be held Thursday, July 14, 2005 at 1:00 p.m. in the East Wenatchee Headquarters Board Room.
