Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen and Jim Davis executed the following actions during the June 20, 2005 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide Douglas PUD with miscellaneous conduit, vaults, electrical and concrete work. There were three bids received for the contract with bid prices ranging from $125,724 to $229,824. The apparent low bid was received from McCandlish Electric, Inc. of Wenatchee. The District’s estimate was $265,000. All bids will be evaluated prior to award recommendation.

Opened bids to provide Douglas PUD with a communications dock crew. There were three bids received for the contract with bid prices ranging from $90,867 to $131,400. The apparent low bid was received from Power Com of Bothell, Washington. The District’s estimate was $64,666. All bids will be evaluated prior to award recommendation.

Opened bids to provide station battery bank replacement at the Wells Hydroelectric Project. There were two bids received for the contract with bid prices at $ 131,977 and $218,356. The apparent low bid was received from United Sales Associates of Lake Oswego, Oregon. Estimated to cost $155,000, all bids will be evaluated prior to recommendation.

Awarded XL Overhead Construction, Inc. of Sumner a contract to provide Douglas PUD with Shared Access Ethernet Fiber Mansfield Distribution System construction. XL Overhead Construction, with a bid price of $28,300, was the lowest responsive bidder. (05-136)

Authorized execution of a Pole Attachment License Agreement with Millennium Digital Media Systems and Quest Corporation. (05-137)

(05-136)Approved a Closing Agreement with Washington State Department of Revenue. This agreement requires the District to collect retail sales tax on wholesale telecommunications service effective July 1, 2005, as advised by the Department of Revenue. (05-138 / 05-139))

Declared certain Douglas PUD items of property as surplus and authorized the sale of those materials by auction. Items range from vehicles and computer accessories to voltmeters and desks. The sale, handled by the Northwest Auction Service, is scheduled for Saturday, June 25 at the Chelan County Road Department located off Easy Street in Sunnyslope. (05-140)

Authorized retirement and disposal of certain District property items. These items are non-usable, of no value, and unsuitable for sale at a surplus auction. (05-141)

Approved renewal with AEGIS Insurance Services for Western Interconnected Electric Systems blackout/brownout liability insurance coverage. The renewal premium of $3,551 reflects an increase of $345 from last year. (05-142)

Authorized District participation in the Marsh McLennan Companies settlement. (05-143)

Approved the operation and maintenance budget for the Wells Hatchery for the 2005-2006 fiscal year for $900,594. This is a 0.8% increase from last year’s budget. (05-144)

Approved the Washington Department of Fish and Wildlife six month budget for the Methow and Wells Hatchery complex evaluation program for $110,170. The budget is for six months to allow the facilities and natural production evaluation programs to be combined at the start of 2006. (05-145)

Approved the operation and maintenance budget for the Methow Hatchery for the 2005-2006 fiscal year for $718,005. This is an 8% decrease from last year’s budget. (05-146)

Authorized advertisement for construction engineering services with regard to generator rebuilds at the Wells Hydroelectric Project. These services would include inspection of disassembly and installation of the generator components, construction management and documentation of progress and quality assurance and evaluation of bids and design review. Approved an increase in the Wells Hydroelectric Project revolving fund to $200. (04-148)

Authorized a call for bids to provide a communication system upgrade at the Wells Hydroelectric Project. The upgrade is necessary to improve project security. (05-149)

Approved a call for bids to provide Douglas PUD with a Headquarters chiller replacement. The chiller, installed in the mid 1960’s, is no longer feasible to repair. (05-150)

Rescheduled the July 4, 2005 Commission Meeting to Tuesday, July 5, 2005 due to the Independence Day Holiday. It will be held at 2:00 p.m. in the East Wenatchee Headquarters Building.
