Douglas PUD Commission Meeting Report

Douglas County PUD Commissioners Mike Doneen and Jim Davis executed the following actions during the May 23, 2005 Commission meeting held at the East Wenatchee Headquarters building:

Opened bids to provide Douglas PUD with Shared Access Ethernet Fiber Mansfield Distribution System construction. There were six bids received for the contract with bid prices ranging from $28,300 to $127,000. The apparent low bid was received from XL Overhead Construction, Inc. of Sumner. Estimated to cost $99,505, all bids will be evaluated prior to recommendation.

Declared District vehicle no. 4, 1979 R.O. Digger-Derrick, surplus to the District’s needs and authorized sale to McCandlish Electric. McCandlish Electric has agreed to pay $5,500 for the vehicle. (05-112)

Approved a call for bids to provide Douglas PUD with miscellaneous conduit, vaults, electrical and concrete work. This call for bids is necessary for projected distribution underground projects. The bid document contains a renewal option for an additional year. (05-113)

Authorized the extension of a contract with Doble Engineering for an additional year. Douglas PUD has used Doble test equipment since 1981. Doble offers use of specialized test equipment and technical support. The contract is not to exceed $19,890. (05-114)

Approved the extension of an easement amendment with Twisp Valley Power and Irrigation Company. This amendment will increase annual District funding for 2004 to $2,000 followed by an annual 5% increase thereafter. (05-115)

Authorized a purchase and sale agreement with Starr Cross (a.k.a. Nancy Cross). Ms. Cross has agreed to pay $3,500 for the irregularly shaped 1,750 sq. foot parcel in Brewster. (05-116)

Authorized a call for bids to provide station battery bank replacement at the Wells Hydroelectric Project. Critical equipment must have continuous power supply in order for the generating units to operate and perform safely. (05-117)

Provided notice of estimated excess compensation billings. State law requires employers to give notice, at a public meeting, of the employer’s estimate of the excess compensation billings. The District’s estimate of excess compensation billings is $314,000 for its Public Employees’ Retirement System Plan 1 employees who are expected to retire during the Collective Bargaining Agreement expiring on March 31, 2008. Approved a resolution to renew a collective bargaining agreement with the International Brotherhood of Electrical Workers Local 77 for a three-year period. (05-119)

Reminded those in attendance the May 30th Commission Meeting has been rescheduled to Tuesday, May 31st due to the Memorial Day Holiday. It will be held at 2 p.m. in the East Wenatchee Headquarters Building.
